Tracer
Background:
Lena Oxton (call sign: "Tracer") was the youngest person ever inducted into Overwatch's experimental flight program. Known for her fearless piloting skills, she was handpicked to test the prototype of a teleporting fighter, the Slipstream. But during its first flight, the aircraft's teleportation matrix malfunctioned, and it disappeared. Lena was presumed dead. She reappeared months later, but her ordeal had greatly changed her: her molecules had been desynchronized from the flow of time. Suffering from "chronal disassociation," she was a living ghost, disappearing for hours and days at a time. Even for the brief moments she was present, she was unable to maintain physical form.
Overwatch's doctors and scientists were stumped, and Tracer's case seemed hopeless until Winston designed the chronal accelerator, a device capable of keeping Tracer anchored in the present. In addition, it gave Tracer the ability to control her own time, allowing her to speed it up and slow it down at will. With her newfound skills, she became one of Overwatch's most effective agents. Tracer's first mission took place in London, where she and her team successfully halted the Null Sector forces involved in the King's Row uprising. It was the start of a stellar career: she would go on to help apprehend a valuable contact of Talon, Maximilien, in Havana. With the lead Maximilien had given them, Tracer's strike team then put Talon's leader, Doomfist, behind bars.

Teleportation (Via Blink)
Weaknesses: If Tracer's Chronal Accelerator is damaged it will cause her abilities to malfunction, potentially to a lethal degree if she is injured during a malfunction as it will repeatedly inflict the same injury on her until the device is stabilized, and if the Chronal Accelerator is destroyed completely Tracer's molecules will return to being desynchronized from the flow of time, causing her to phase out of corporeal existence.
Ekko
Background:
A prodigy from the rough streets of Zaun, Ekko manipulates time to twist any situation to his advantage. Using his own invention, the Zero Drive, he explores the branching possibilities of reality to craft the perfect moment. Though he revels in this freedom, when there's a threat to his friends he'll do anything to defend them. To outsiders, Ekko seems to achieve the impossible the first time, every time.

Weaknesses: Needs to manually activate the Zero Drive in order to use Chronobreak. Despite being able to undo physical effects on his body by rewinding time, Ekko retains some residual effects over the rewind, including physical pain and mental fatigue.

The atmosphere in Zaun, an undercity of Piltover known for its hazardous environment, reckless industrial landscape, and rampant poverty, often gives off a sense of utter disarray to those from beyond its borders. However, beneath that rough exterior, there lies an undercurrent of genuine goodness that, while elusive to outsiders, speaks volumes about the true soul of the city.
Overwatch, an organization dedicated to promoting peace and justice, had caught wind of rumors regarding a youth with extraordinary time-manipulating abilities. They swiftly dispatched one of their most seasoned agents, Tracer, to investigate the matter and, if possible, recruit this promising individual into their ranks and transform him into a global guardian of good.
Tracer, the British heroine, navigated her way through the streets of Zaun, her frustration evident over the city's unfortunate state. She lamented aloud, expressing her annoyance at the lack of cleanliness and organization, questioning the city's leadership.
"Who the bloody hell is even in charge of clean up around here? Does nobody clean up after themselves?!"
Tracer's eyes followed the sight of a young man nimbly parkour-ing across the rooftops. Swiftly accessing a digital file, she quickly confirmed that this fit the physical description of the target. With a confident smirk, she uttered,
"Found you, mate. The cavalry's here."
Using her chronological accelerator, she swiftly accelerated her speed, becoming a flash of blue as she sprinted upwards towards the rooftop, closing the gap with remarkable ease.
Ekko, the young hero in question, was merely enjoying a moment of relaxation and exercise. However, upon recognizing Tracer on his tail, he groaned, expressing resignation at the presence of someone in a position of authority.
"Great. Who called the cops in?"
He mused, a hint of annoyance evident in his voice. In a blink of an eye, everything changed. The chase took a drastic shift: one moment, Tracer was on the tail of this punk-looking hooligan, and the next, he suddenly swung at her using a clock tower hand as a makeshift sword, taking her by surprise. She yelped in shock before swiftly activating her Blink ability to teleport behind him, narrowly evading the blow. Both stood with their backs to each other, tension in the air. Ekko turned towards Tracer, leaning casually on his makeshift weapon. He stated matter-of-factly, his tone defensive and cautious,
"I don't appreciate being followed by authority. What do you want with me?"
Tracer adopted a conciliatory stance, raising her hands in a non-threatening gesture and spoke calmly.
"Alright, easy now, love. I'm with Overwatch. We've heard of your extraordinary abilities, and we believe you'd make a wonderful addition to an organization dedicated to helping the world as a whole, not just this city."
She paused, allowing her words to resonate, before continuing.
"Sound good?"
Ekko's scoff conveyed his clear lack of interest in the prospect, his disdain evident. He voiced his disapproval, expressing a reluctance to conform to external authority by shaking his head.
"And become a sellout, right? Sign myself to something that expects me to answer to someone other than myself? No thanks. I'm good as I am."
Tracer's expression turned to one of disappointment as she pleaded,
"Come on, love! Can't we just sit down and talk this out? Perhaps grab a cup of tea and talk shop about benefits?"
She raised an eyebrow, her tone hopeful. Frustration was evident on Ekko's face as Tracer's persistence began to grate on his nerves. With a loud declaration, he stated,
"I told you I'm not interested!"
In a sudden burst of action, he drew out a Timewinder and hurled it toward her, triggering the device to produce a field of slowed time. Surprise registered on Tracer's face as she attempted to move at an exceptionally slow pace, desperately trying to create distance between them. Ekko, wielding his makeshift sword, swiftly approached Tracer while she was slowed down by the time-warping field. He mercilessly unleashed a series of attacks upon her, striking her with a barrage of blows and causing a magical burst that sent her careening across the ground with a pained grunt. Tracer warned, her tone a mixture of determination and sternness,
"Ow. You want to play rough, do ya? Don't think I'll take this assault lightly."
Ekko reveled in the prospect of a challenge, a smirk playing on his lips as he confidently declared, while revving up his Z-Drive, setting up his time magic.
"Underestimating me? Good. I relish in proving doubters wrong."
He grasped his makeshift sword and readied his equipment, anticipating a thrilling confrontation. Tracer charged forward with full speed, arming herself with her signature pulse pistols, unleashing a barrage of rapid-fire energy blasts in Ekko's direction. However, Ekko swiftly evaded the assault, gracefully backflipping out of the way. In turn, Ekko sprinted towards Tracer, surrounded by a glowing aura of blue essence. He attempted to land an attack on Tracer, but her lightning-quick reflexes and the ability to Blink ensured his failure. Tracer couldn't resist a chuckle at the sight of his missed attack.
Ekko teleported behind Tracer, delivering a sudden and unexpected blow that sent her crashing onto the ground. When she looked up, she saw Ekko hurtling down towards her, preparing to deliver another strike. But Tracer swiftly rolled onto her back and fired her pistols, unloading a hail of bullets atop the airborne Ekko. Several projectiles connected with their target, causing him to stumble and fall to the ground after barely parrying some of the shots with his sword. Tracer stood upright, looking at Ekko with a sense of anticipation.
Tracer gasped in surprise, her eyes widening at the sight of Ekko glitching in and out of a strange, static-like form. Before she could fully comprehend the situation, he appeared out of nowhere and slashed her across the back, the force of the blow causing her to stumble forward. Lena groaned in pain, feeling the gash in the back of her outfit.
Ekko once again activated his Timewinder, creating a slow time field that gave him the upper hand in combat. He took advantage of the situation and delivered a barrage of quick and powerful blows to Tracer, only to be stunned in shock when he saw her health fully restored, thanks to Tracer's ability to Recall her own time by three seconds, undoing any damage she had just taken. Tracer quickly massaged her body, having repositioned herself in a more advantageous position. Ekko nodded, the grin on his face growing wider as he realized the abilities Tracer possessed.
"Alright, so you can rewind time. But so can I."
He adjusted the dial on his wrist, causing time to rewind for both himself and the surroundings, the environment and moments in time flowing in a reverse cascade. They traveled back through time, rewinding the events of their fight moment-by-moment, until they reached a point just before Tracer drew her signature pulse pistols to begin with.
From Tracer's perspective, the young hero seemed almost prescient, consistently predicting and countering her moves. For every second that Tracer spent engaged in the fighting, Ekko experienced an extended window of three minutes, meticulously rewinding time to the very beginning of the clash whenever it seemed to shift in her favor.
Although Ekko was undeniably a gifted and formidable young hero, the fact that he was fighting one of the most exceptional operatives of Overwatch made the challenge all the more daunting. The frequent need to rewind time was testament to Tracer's incredible reflexes consistently countering him and and her combat abilities letting her Blink and attack from unexpected angles before he could completely defend. Though he could undo temporal events with each rewind, the physical toll accumulated with each attempt, making the fight increasingly more difficult for him.
With a graceful use of his Phase Dive ability, Ekko swiftly evaded her shots. He then invoked Parallel Convergence, splitting the timeline and summoning an alternate version of himself to launch an attack that would create a temporal anomaly after a few seconds, ensnaring Tracer within its effect. Ekko stepped into the slowed time field created by the anomaly, gaining personal shielding and stunning the Overwatch agent, suspending her in time.
Ekko couldn't help but quip, "Time's up, cop." He unleashed a relentless succession of powerful hits, each connecting with a satisfying thud. With one final, devastating attack, he executed a teleportation strike with his Phase Dive, sending her flying into the air with a magical explosion before she plummeted to the streets with a forceful crash. Tracer groaned in agony as her battered body hit the pavement, several bones broken and her uniform stained with blood.
Ekko somersaulted down the buildings with remarkable agility, landing on the ground level, where he was now eye-to-eye with the injured Tracer. He pointed his sword at the gleaming Chronal Accelerator on her body, preparing to land a damaging blow to the delicate device, with the intention of rendering her unable to retaliate further. He taunted her with a hint of smugness,
"Would've been wise of you to quit when you had the chance, cop. In the time you spent just thirty seconds fighting me, I've faced you for nearly two hours, leading up to this very moment. Bet you never saw this coming."
Lena spat out a pool of blood, her gaze locking onto Ekko's. She groaned in pain, her voice filled with frustration as she mused aloud,
"It's all fun and games for you, isn't it, love? You might be protecting the world from organizations bent on ruling it, but what do you do? You guard a small, dingy city, all while you could be so much greater.Why are you so anti-authoritarian, anyways?"
She paused, wincing in pain. Ekko bristled at Tracer's subtle condescension about his priorities, that he wasn't contributing to the bigger picture, when he couldn't care less about what happens outside of Zaun if it's unrelated. He retorted, his tone carrying a hint of disdain for the established order,
"Governments are but a corrupted sham, masking its true colors with shiny ideals of freedom and order, but only in the context of a defined framework that everyone must conform to. I, too, am all for love and peace, but I refuse to sacrifice my autonomy for it. Come on, show me something new if you care so much."
Ekko, preparing to deliver a damaging blow to Tracer's Chronal Accelerator, was cut off when he saw her painfully smirk. She declared,
"Don't worry, love. The cavalry's here."
But before he could react, Tracer swiftly utilized her Recall ability to rewind her personal time, allowing her to shift positions behind Ekko as he slashed his sword into the ground where she had been moments ago. Ekko swiftly pivoted, only to be met with a stinging, pistol-whipping blow to the head. He barely had time to process what was happening before he felt something on his back and was quickly kicked back by Tracer, who Blinked away to a safe distance in the nick of time. The moment he turned around, he caught sight of a bomb, seconds away from detonation before he could reach it.
"Oh shi-"
He cursed, but the words were barely out of his mouth when the bomb exploded, sending a shockwave in a wide radius. Ekko groaned in pain, his head throbbing with a piercing ring in his ears. His breathing was ragged, broken ribs making each breath a challenge. His broken arm hung uselessly at his side, a heavy and painful reminder of the damage he had sustained. Tracer approached him, now the one in the position of power.
With her pulse pistols raised and ready to fire, she addressed him, her tone remorseful yet determined,
"Sorry, love. But regardless of my thoughts on your potential in Overwatch, I'll have to bring you in for attacking a freelance agent without provocation. You're coming with me."
Ekko, lying on his back, locked eyes with her, his expression a mixture of pride and resentment.
"Not when time's on my side."
He manipulated the dial on his wrist, using his ultimate move, the Chronobreak. Time shattered, and a new timeline was formed, with everything unfolding identically until the very start of their encounter. Tracer charged forward, her determination steadfast, all the while remaining oblivious to what was about to unfold.
With perfect timing, Ekko merged his new current self with his past self, causing a massive magic explosion upon contact. This blast sent Tracer hurtling into a rooftop stairwell, where she crashed and cried out in agony. However, she quickly recovered, thanks to her Blink ability, allowing her to dodge the thrown Timewinder just before its time-slowing field took effect. It appeared that Ekko had anticipated such a move and was one step ahead.
Ekko executed a swift pivot on his feet, slashing behind himself without a moment's hesitation. A decisive blow landed on Tracer's vulnerable Chronal Accelerator, causing her to let out a terrified and shocked cry. As the temporal anchor was destroyed, Tracer's body flickered in and out of existence as her molecules desynchronized through time, until she ultimately vanished without a trace.
Ekko was momentarily stunned by the sight of Tracer vanishing, the gravity of the situation sinking in. With a pang of remorse, he realized that the device on her chest was likely what was keeping her tethered to the present. Despite his deep-rooted resentment towards authority, he acknowledged that Tracer was just fulfilling her duty, and had been relatively polite in the process. Feeling a sense of annoyed obligation, Ekko once again rewound time, determined to defeat her without the risk of taking her life.
Strength: Conventionally, Tracer had the more offensive weaponry, wielding time blasting pistols and bombs that could deliver about 2 tons of TNT. However, Ekko's magitech can bypass conventional durability with his reality warping properties, so she can't really block or tank any attacks.
Speed: Ignoring all the wibbly-wobbly, timey-whimy shenanigans, Tracer was defenitely much faster. Sure, Ekko can dodge a bullet, but Lena reguraly spars with Genji, who has reaction speeds of Mach 20, and even he praises how hard she is to hit for him. So even though Ekko can analyze her attack patterns and weaknesses, she can reliably attack and defend at any point.
Skill: Tracer may seem like she has the better training, being in the British air force and being one of Overwatch's best operatives for at least three years in story, but Ekko is basically self-trained in defending himself all his life, and he still naturally ages despite the rewinds, so he has more skill than if he was natually 17.
Experience: I belive they're equal in experience, for the reason above and that they each faced a wide variety of characters.
Powers: This was Ekko's biggest ace. When it came to pure time manipulation, he was superior, having a similar teleportation as her Blinks, but can also slow down time specifically around her, summon paradoxical duplicates to fight with him, and can rewind to the beginning of the fight at any moment, ruining any surprises she may have.
The winner is Ekko.
