Jack Bauer
Backstory:
Jack Bauer is the lead protagonist of the Fox television series 24. His character has worked in various capacities on the show, often as a member of the Counter Terrorist Unit (CTU) based in Los Angeles, and working with the FBI in Washington, D.C. during season 7. Within the 24 storyline, Bauer is a key member of the CTU, actually its director in Season 1, and is often portrayed as their most capable agent. Bauer's job usually involves helping prevent major terrorist attacks on the United States, saving both civilian lives and government administrations. On many occasions, Jack does so at great personal expense, as those he thwarts subsequently target him and his loved ones. He is not a crooked agent; however, Bauer's frequent use of torture to gather information has generated much controversy and discussion.

Jason Bourne
Backstory:
Jason Bourne, born as David Webb, is a rogue CIA operative and former assassin of Operation Treadstone, a black ops group within the Central Intelligence Agency, who betrays the interests of the USA on several counts, and the protagonist of the Bourne series of novels, as well as the film adaptations, and video game.
Powers and Abilities:

Jack Bauer, with his well-known reputation, found himself on a vital mission from the Counter Terrorist Unit (CTU). His latest assignment was to capture, or if necessary, eliminate the CIA assassin Jason Bourne, who had gone rogue, and was actively trying to elude his contract.
Following the clues, Jack Bauer had tracked his target to the city of Washington, DC. It was lightly raining as he perched on the rooftop of an apartment building, and there, he spotted Jason Bourne, who seemed to be contemplating a way to extricate himself from the CIA's grasp, as it appeared he had no reliable allies left.
Jack attempted to silently approach Jason from behind, but the assassin was alert to the sound of rain pelting against his leather jacket amid the rain hitting the damp concrete. Jason swiftly turned, opening fire on Jack, who hastily dove behind a massive ventilation box, seeking cover. Jason questioned him, still aiming his gun,
"Who the hell are you?"
As Jack was hidden behind the ventilation box, he answered,
"Federal Agent Jack Bauer. I've looked over your file. You're a dangerous individual to be left untethered."
Jason acknowledged Jack's words with a slight tilt of his head. He then proceeded to ask,
"Have you ever desired to break free, Jack? A life that consumes everything you cherish, leaving you empty. I don't deny that I'm an assassin, far from a saint. Yet, despite my lengthy career, they won't allow me to quit, leaving me with nothing left to give. I'm offering you one chance. Walk away."
Jack understood Jason's suffering, having endured losses after doing what he believed was right. He questioned how he found the strength to rise from bed each morning. Yet, his unwavering commitment to righteousness propelled him forward, even when the task seemed impossible.
"I empathize with you, Jason. But even if I allow you to escape, others will hunt you, and you're likely to eliminate them, just as you've done with your targets. I can't take that chance."
The slightest hint of emotion betrayed itself on Jason's face, as he was privately impressed by Jack's dedication to shielding others from harm. However, this was not enough to deter him from carrying out the act of killing.
"It's a pity. You seem like a decent agent. It's unfortunate that I've already terminated those like you."
He swiftly moved around the corner to shoot Jack, but to his surprise, Jack was no longer hiding in his former spot.
Jason, caught momentarily off guard, found himself seized from behind by Jack, who had stealthily maneuvered to grab him in a chokehold. Jack firmly stated,
"Don't fight it."
With experience in subduing countless individuals before, he confidently held his grip. However, despite Jack's warnings, Jason refused to yield so easily. Gripping Jack's elbow with both hands, he forcefully twisted his body, tossing Jack over his back to forcefully slam him against the rain-soaked concrete.
Jason, finding himself on top of Jack, began relentlessly pummeling him. Jack instinctively shielded his face with his arms, momentarily unable to mount a sufficient defense. Managing to deflect one of the incoming blows, Jack seized the opportunity to roll them across the rooftop until he could find enough space to push Jason off and rise back to his feet.
Jason attempted to draw his gun, but Jack agilely tackled him, sending them both spiraling off the roof onto the fire escape. As they descended, their bodies collided with the railing before falling onto a lower platform, grunting the whole while. Jason grabbed Jack and forcefully slammed his forehead against the railing, but Jack retaliated by ramming the back of his head into Jason's face before fiercely tackling him through a window into the empty confines of an apartment.
Jack aimed to regain control, attempting to secure a rear chokehold on the floor, but Jason, ever vigilant, reacted swiftly, delivering a forceful knee strike to Jack's face, causing him to retreat to get some distance. Jason counterattacked with a coordinated strike, hitting Jack with a three-punch combination: alternating elbows to the right and left sides of his ribcage and then a swift right elbow. Jack retaliated by delivering a powerful kick that sent Jason sprawling onto his back, seizing a brief pause to catch his breath.
The two men rose back to their feet and closed the distance, engaging in a furious exchange of blows. Each expert at inflicting harm yet also capable of enduring substantial hits, they battled fiercely. Their fists and knees connected, creating a flurry of rapid strikes meant to cause maximum damage but neither succeeded in quickly overcoming the other due to their training and pain tolerance.
Jason gained the advantage by kicking Jack's knee, knocking him onto the ground before delivering a hard backhand. Aiming to incapacitate, Jason kicked Jack toward a nearby table, which shattered upon impact. Jack swiftly recovered, grabbing a pair of sharp scissors and utilizing them as an improvised weapon. Now, Jason had to strategically maneuver, trying to overpower Jack while simultaneously avoiding the threatening scissors.
Jack aimed for a high stab with the scissors, but Jason expertly countered by blocking the attack with his left arm. In a swift move, he retaliated by delivering a firm punch to Jack's chest, swiftly seizing Jack in an arm hold, attempting to force him into releasing the scissors due to the pain. Jack, however, showcased his perseverance, responding with a powerful punch to Jason's knee. Undeterred, Jack managed to catch a subsequent incoming elbow strike, and quickly capitalized, using the moment to trip Jason onto his back, wincing as he worked to alleviate the pain from the impact.
Jason lashed out with a powerful kick that propelled Jack back, knocking him against a nearby table. Without using his hands to brace himself, Jason swiftly propelled himself back onto his feet. Spotting an appropriate tool, he grasped a pen, removing its cap to create a makeshift weapon. As they resumed their struggle, the two adversaries seamlessly blended their attacks, infusing powerful punches, kicks, and stabs into their movements, turning the living room into a hazardous zone.
In the ongoing struggle, Jason managed to jab the pen into Jack's free hand, causing a cry of pain from the agent. Seizing the moment, Jason pressed an advantage, driving Jack's face into his knee before delivering a follow-up kick with his left foot. The swift, targeted blows sent Jack tumbling backward over a couch. Jack, although visibly hurt, did not falter, and in a surprising maneuver, he spat out a mouthful of blood and teeth, and flung them at Jason's face to momentarily blind him.
Jack seized the opportunity, pouncing onto Jason and forcing him onto the ground. With a determined thrust, Jack plunged the scissors into Jason's shoulder. Jason gritted his teeth, enduring the pain that threatened to hinder his focus. In a swift countermove, he flipped Jack over his back, effectively disarming him and tossing the scissors aside.
The intensity of the fight escalated rapidly as they grappled in a relentless barrage, exchanging brutal blows, pushing their bodies into any available furniture or walls nearby. Jack, spotting a large kitchen knife, aimed a stab at Jason, which the assassin blocked with a nearby cookbook. Capitalizing on the opening, Jason retaliated by bashing the book against Jack's throat and face, creating a momentary advantage.
With the blade liberated from the book, Jason attempted to strike a decisive blow, but Jack swiftly sidestepped to dodge, capitalizing on the opening. In a swift, decisive move, Jack slammed the refrigerator door into Jason, pinning him momentarily against the wall. Sensing an opportunity, Jack switched on the electric stove, its glowing red element casting a threatening glow in the dim light of the kitchen.
Jason managed to break free from the refrigerator door confinement, only to find himself overpowered by Jack once more. Jack swiftly positioned himself behind him, grabbing hold of Jason's head and pressing it against the sizzling stove. The searing pain of the hot surface made Jason yelp in agony. However, he swiftly counterattacked by kicking the back of Jack's leg, destabilizing him to the point where he stumbled, especially when he was elbowed in the face.
Jason ripped his scalded face away from the burning stove, the excruciating pain evident under his reddened and blistered skin. However, he refused to let the pain deter him, quickly reaching for the discarded knife, only to be met with Jack deftly rolling out of the way just in the nick of time. As Jason attempted to follow after Jack, he was suddenly tripped by the agent's swift maneuver, landing hard on the floor with Jack swiftly capturing his head between his legs.
Jason managed to insert his right arm in the space between Jack's legs, easing the pressure on his neck, though the vice grip still caused him distress. Utilizing the brief respite, he unleashed a punishing series of punches to Jack's right side, targeting his kidneys and potentially fracturing a nearby rib or two. The impacts sent painful vibrations coursing through Jack's body, eroding his ability to maintain the grip with his legs.
Desperation driving his actions, Jason grabbed a broken table leg and rammed it into Jack's hip point, the brutal impact forcing him to relent with a cry, resulting in him staggering backward closer to the front door. Ignoring any pain from the nech grip, Jason mustered his remaining strength, charging forward with a feral shout, tearing the door from its hinges and sending both men breaking some wooden rails and plummeting down a stairwell, falling floors before finally crashing into the ground floor.
Jason groaned as he lay on his back, surveying the aftermath of their violent exchange. To his dismay, he realized that Jack had perished on impact, cushioning Jason's own fall to the ground. The distant sounds of the approaching SWAT team and government officials were audible, signaling an impending capture. In a moment of defeat, Jason sighed, acknowledging the senselessness of Jack's death, knowing that his actions had led to the demise of a righteous man, all for nothing.
Strength: From what I could find, both men were about equal in every way physically, with only very minute details in each other's favor. While Jason is augmented to be peak human and is about 22 pounds heavier for more attack force, almost everything he's done, Jack could reasonably replicate, making strength and speed at most 1.5X apart.
Skill: Jason has the superior fighting skill, being proficient in 14 different martial arts compared to Jack's 5, meaning he has more options to match Jack's offense and defenses.
Experience: Both are equally skilled, as Jack is only two years older at 48, and thus only would only be marginally more experienced.
Powers: While Jack would have more pain tolerance due to his anti-terroist training, Jason is the more overall durable to recieving damage. While both survive car impacts on the regular, Jason has survived things and walked away from that would cripple Jack, such as falling from six stories high onto the ground, or over a hundred feet into water.
The winner is Jason Bourne.
