When it came to mines, Cain had a problem, producing mines in the billions was too easy and to cheap for the USA to ignore, so how could he sabotage it? Well demanding that they could be cleared after will increase the cost, but even the non forge worlds could do that if they wanted...
I had asked production to be put on hold for a month to "see if there are any better ideas" for the mines. Then somewhat drunk I remembered how most humans reacted to having to fight a psycher and that combined with my unwillingness to have mines named after me, the idea came: "can we make a mine that mimics Jurgen? Visible, yet ignored until its too late, reasonable to deal with, reliably lethal". So thus I gave the Borg the order.
They made hundreds of prototypes including:
Very high fragmentation, throws multi colored shards that then catch fire, "dedicated" to excess. A small spinning disk that tends not only to shred the creature that stepped close to it, but also the brightest clothed individual in the area (thus making it look like the real target was the officer all along). A mine shaped like a skull that ejects a strong short-lived anti clotting agent that makes people bleed to death, comes with a speaker that shouts about skull thrones... An automated turret in inquisition colors that is deployed in conjunction with a hidden turret that shoots arcs of lightning (to mimic a sanctioned psycher on Inquisition business).
The Jurgen mines all share some characteristics:
When they detonate, they are supposed to fool the charging army that it was a psycher who blew up the soldiers instead of the mine. Can be disarmed easily. Have a very low dud rate. Will disable themselves after three months.
