Naruto and Makima

Naruto and Makima's relationship is built on Mutual Trust and Sexual Tension, based on the fact that Makima knows and understands she can never beat Naruto in a fight, so she is fully honest with him. She might tell him half-truths, but she will never outright tell a lie without expecting him to call her out on it. Naruto fully knows that Makima is evil, but he is willing to put up her because she is no more evil than your Average Shinobi.

The kind of "Love" they are based on is Love built from Mutual Understanding. It is also build on a sense of mutual benefit. It is transactional love.

Where as Naruto is an absolute beast in a fight, Makima is an absolute beast in bed, which enables them to have a power dynamic. Naruto is capable of manipulating all of Makima's moves via his raw power, but Makima is able to manipulate Naruto in turn with her sexual skills. Makima benefits from Naruto's power, and Naruto benefits from good sex with Makima.

The have a Power Balance relationship.

Naruto and Himeno

Naruto and Himeno's relationship is built on Similar Personalities and Trauma Bonding, based on the fact that both of them are rather goofy people who had suffered a lot through their lives. Both Naruto and Himeno serve to help others, and are willing to put themselves in danger or die for random people, and take a beating. Both of them have their trauma, and both of them hide that trauma behind a mask of happiness, while also still being happy people.

This kind of Love is natural, and builds on them understanding each other on a deeper level.

Naruto is the strong protector who protects everyone he can, and even though Himeno isn't the strongest, she still protects those she can. Naruto reminds people they are just human, and they can rely on him, while Himeno serves to remind Naruto he is human, and she gives him a place where he can calm down, relax, and just have a good partner for a drink, or to talk. They don't really fight, so power isn't important, and both are a little above average in sex and intelligence (not book smarts), so they don't really feel the need to compete with each other.

They have a Strong Bond relationship.

Naruto and Kobeni

Naruto and Kobeni's relationship is built on Hero Worship and Obsession, based on the fact that Kobeni views Naruto as the hero who saved her life, and rescued her from her horrible family situation. She views him as a god in human form, who can really do no wrong, and if he does wrong, she isn't going to care. Kobeni feels that Naruto is the key to her happiness, and she wants to make Naruto happy in return since she practically worships him.

This kind of Love is valid, but imbalanced, but it remains strong due to both sides making each other happy.

Naruto is the hero, and Kobeni is the princess in need of rescuing, who after being rescued wishes to become a good wife, be taken care of, and take care of her husband in return. Because Kobeni is unlucky and typically pathetic, Naruto has strong urges to take care of her.

They have a Fairy Tale relationship.

Naruto and Akane

Naruto and Akane's relationship is the most simple, it is based on Stockholm syndrome and Goodness. Akane absolutely fears Naruto, his power, and the fact that she is forever at his mercy. She knows he is a good person, but she also fully understands that he could conquer the world at a whim. She would be his sex slave as long as it meant keeping herself alive, so as long as she remains unharmed, Naruto can do whatever he wants.

There is no real Love.

Naruto is a good guy who won't take advantage of Akane, but Akane is not a good person and has decided on her own that as long as Naruto is around, she won't be able to have a normal relationship due to the fact that her fear of him keeps him constantly on her mind. Eventually, because she can't stop thinking about him, she will convince herself that being in a relationship is the safest option, and it is better than living in fear.

They have a Villain's Romance relationship.

This is why, while I am open to Harem suggestions, if you want to suggest a Harem Member, they better not fulfill the same type of romance is above.

So, if you want to suggest somebody like Fami for the pairing, then you need to explain why she fulfills a different kind of relationship than any of the girls above. I want to show the different kinds of relationships, not just have a harem where all the girls are in love with Naruto because he is a good person, but where each has their own unique reasons, and relationship type.
