Per the orders of President Catriona Rey
ON THE MATTER OF THE HUNGER GAMES
1) The event of the Hunger Games as per the 'Dark Days Treaty' signed into effect 1ADD will continue unchanged until year 108ADD.
—1A) Any and all positions regarding work on the Hunger Games will be evaluated in January of the pertaining year.
—1B) Should any positions require change they shall be overseen by a governing body appointed by the President.
2) All Districts given the title of Career District in 76ADD are hereby under revocation.
—2A) All government-funded training facilities will be shut down; failure to abide will have violators facing extended imprisonment.
—2B) Training is once again outlawed across all Districts.
3) Volunteering for the event of the Hunger Games will no longer be at random.
—3A) Prospective volunteers must submit an application to their District's Justice Building no later than a month before the reaping
—3B) Prospective volunteers will receive information regarding their application no later than three days before the reaping.
—3C) Approved applicants will be allowed to volunteer on reaping day; there is no limit to the amount of applicants that may be approved.
—3D) Refused applicants or random volunteers will be disallowed; the reaped tribute will remain in their spot.
4) The Hunger Games will end in 108ADD.
—4A) Following the completion of the final Hunger Games, all arenas will be destroyed.
—4B) A full archive of all tapes of the Hunger Games will be assembled in the Capitol and in each District.
—4C) Official curriculums will be added to all state-mandated schooling regarding the history of the Hunger Games.
ON THE MATTER OF THE VICTORS OF THE HUNGER GAMES
1) All victors of the Hunger Games will receive their decreed allowance and housing as per the 7ADD treaty revision.
—1A) The victory allowance will now be divided into a yearly stipend.
—1B) Victors may choose to pass on their allocated housing and stipend to a designated next of kin; should no next of kin be available, these assets will be returned to the Capitol.
2) Victors of the Hunger Games are hereafter under no obligation to participate in a 'victory tour' or public appearances.
—2A) Any and all public appearances will be managed between the victor and their respective Capitol escort.
3) All victors are to be assigned an individual liaison to assist them with their needs at any given time.
—3A) Victors are under no obligation to visit with their liaison outside of a first meeting.
—3B) Should an issue arise between victor and liaison, either party may request an official change through their designated escort.
ON THE MATTER OF INTER-DISTRICT AND DISTRICT-CAPITOL RELATIONS
1) Money previously allocated to the funding of the Hunger Games will be divided to allow for infrastructure and quality of life improvement in each of the Districts.
—1A) Money will be divided based on populace and present need.
—1B) The mayor's office of each District will be responsible for the issuance of these funds, overseen by a District-voted council.
2) All Panemian citizens aged eighteen years and up will be allowed to vote in Presidential and Capitol government elections.
—2A) Elections will be held every five years unless called sooner by a majority vote.
3) All previously imposed travel orders on the Districts are to be lifted.
—3A) Each District is responsible for its own travel restrictions and updated trade.
—3B) Any travel to the Capitol will be approved by a governing body of both District and Capitol citizens.
Any and all future treaty revisions will be up to the discretion of the publicly elected government and must be agreed upon by a minimum of 65% of the Panemian cabinet seat-holders. Any changes must be made available to the public database no less than two weeks after revision.
