Good thing I don't have to worry about anything for Thursday as when I finished this, I went to work on that second assignment and when I finish with it, I'll handle the 3rd, that'll leave me with some free time, at least for the rest of March. With the chapter itself, it was divided into two parts, but the first part, which was building on stuff I set up earlier in the story, took so much space that I just cut the other half.
Chapter 53: Task Force G
Hours before the Thunder made their movie, in the heart of Tokyo on this calm summer's day. Heroes were out in full force, and crimes were being stopped faster than normal, but as Hawks lazily flew overhead, his sharp eyes caught just how much tension there was in the streets and in the people. Something that, admittedly, was bound to happen when All Might finally retired, as he didn't see him as this immortal force that would just stick around forever, but he sure as hell had no idea that the guy looked like…well, that.
'Or that his last hurrah would see him face off against the fabled Lord of the Underworld in a battle that left half of Kamino a disaster zone.' Hawks frowned, as it was a great showing for sure, All Might proved in that final battle why he had been number one longer than Hawks had been alive.
But it was also a showing of that threats lay unseen, and others picked up on that, even if they couldn't vocalise it. In those days since, he appreciated the quiet, but it seemed like villains and criminals were taking the chance to exploit their lack of a symbol and while he had kept his corner of Kyushu as clean as ever, people noticed the rise in crime rates which only made his job harder.
One thing that had been kept from the public was he fact more captured villains had similar tats on some part of their body, repeated the same line, or both.
"When the lightning strikes, the beasts will run wild, and the flames will turn all to ash." Hawks repeated what a petty gang leader laughed as Hawks handed him over to the cops last night. He didn't need to think hard about it to know what it was referring to. But at least the commission was doing something about it, which was the reason he had been summoned to meet with the President.
Landing on the roof as he always did, he used his key to get past the door and walked through the familiar halls, his wings buzzing just a little as the light reflected off his visor, the same way it did many of the spectacled and sun-glass wearing commission workers and security he passed on his way to the meeting room. As he approached, he picked up voices, murmurs from the other side of the door.
'So I'm not the first to arrive.' He thought as he slapped on an easy-going smile and pushed open the door. "Heya, people, sorry I'm a little late. There was an old lady that needed help carrying some stuff."
His jovial entrance turned heads as conversations ceased across the board room. There were plenty of minor heroes that gasped and looked at him in awe as how often did one share the same room and would work with the number 3…well, number 2 hero since All Might had finally hung up the gloves?
Hawks looked at each of them, memorised their positions in the room and quickly worked out what some of their quirks could be with what little details he had, but his real attention shifted away from his fans to those who didn't act like he was a celebrity surprising them at their birthday party.
The first of which was the commission president. Stoic and near emotionless on the best of days, Hawks could count the number of times he had so much as heard her tone shift from its typically calm, purposely wavelength on one hand. He half expected that her quirk just made her like that, but he never asked and she never said. So he liked to think of her as that strict, over bearing aunt, it made things easier for him.
With her was someone that he got along with well enough, the one-woman army known as the Rabbit Hero: Mirko, who only flashed him a grin and a nod as he entered. He had a feeling that with her rough, blunt, but still charismatic personality and achievements, she would be joining him in the top ten soon enough. He also recognized Kido, one of Endeavour's best sidekicks present; the man was surprised to see him but also offered a nod, looking like working with the flame hero roughed out that typical happy fan response. Good, it'll do them good.
Two others he was surprised to see were Hound Dog and Eraserhead of U.A. He would have thought they'd focus more on their duties as teachers after all the stuff people had been throwing U.A.'s way, but it wasn't his call, and he supposed that Madam President believed the risks to U.A's reputation were worth it. Lastly, there was a blonde heroine, one that he didn't recognize, who hardly glanced his way, but he bet she had some sort of electric-based quirk going by her costume.
"Yo, Eraser, nice to meet you. How's Tokoyami been doing?" Hawks asked as he walked up to the teachers.
Eraser, as expected, hardly looked happy but he at least turned to speak to him. "He's been doing fine, though with the situation as it is, you can imagine he and the rest have been dealing with some stress lately."
Hawks sighed. "Haven't we all. Hope you're not being too hard on 'em, though." He might not have graduated from U.A. but he had heard plenty of horror stories on how much of a taskmaster Eraser could be.
"Only as much as needed. We have them training so that they can take their provisional license exam." Hawks' raised an eyebrow at that but didn't question it as he could see the reasoning well enough. When villains were on the move, and U.A. seemed to have a target on its back, better prepare your students to fight, and it helped a lot to have a legal defense against any illegal quirk use charges. Hell, it could allow the students to join them on the hunt for the villains.
Hawks gave a thumbs up, his smile widening a little. "For real? Well, color me impressed; it's only once in a blue moon that a first-year manages to pass. I'll keep an ear out for news so I can offer him a chance to spend his work studies with me."
Hound Dog snorted much like a canine. "Hawks, do you have an idea of why we were all summoned?"
"I got a few, but I'll let the madam president explain things." He directed his gaze towards the woman in question, who, despite being the weakest person in a room full of fighters, didn't so much as flinch under their gazes.
"Good, why don't you all take your seats so we can get started." She directed them as Hawks, and the rest wordlessly followed her instructions, taking seats at the board table, with the winged hero sitting between Eraser and Mirko.
Taking the seat at the end of the table, Madam President brought her hands together, interlocking her fingers in a way Hawks. "What I'm about to explain is confidential and shouldn't carelessly be shared, not even with your colleagues." The winged hero could hear the unsaid threat, but he imagined most of the pros present picked up on it.
"Sure." Eraser nodded, same as Hound Dog.
"I can do that." Mirko shrugged, though, because of how she worked, it wasn't like she had a lot of changes to spill sensitive details with other heroes.
Madam President looked over the room, her gaze not shifting at all, but with how deadpanned she looked, some of the minor heroes couldn't help but shiver under those eyes, eyes that gave nothing away about what she would think about what she would do.
Satisfied, she continued. "I don't need to explain that things have been different since All Might's retirement, but things have been changing well before he did." She stated that some were looking confused, but the important ones all seemed to get it. "Not just with the birth of the League of Villains, which we have reason to believe was a proxy organization under the now apprehended All for One, but also another group which formed before them. The 5 Thunders."
At the name, Hound Dog growled, while Aizawa's posture grew stiff, Hawks kept his response slight, with only a twitch of his wings as he recalled his encounter with two of them, before they made it big. But he figured, same as Kido and Mirko, that the two U.A. staffers had a bigger reason to hate that particular group then the rest, as it would be 3 times now their students were put into the firing line.
"In the few months they've been active, they've been responsible for more incidents and hero causalities than the next 5 known villain groups had managed in the last 3 years. And it seems much like the League; each attack only grows bolder than the last." She didn't like to use the Jabimu incident like the news loved to compare, as that had been a mass villain attack that mixed with an unseasonable early typhoon, one which left Kagoshima in near ruins.
"As of now, this lone group is responsible for over 170 heroes retiring." She told them, the room being caught by surprise by the number, though some had their suspicions. For the President, she couldn't deny that while the Thunder weren't levelling city blocks and leaving trucks filled with corpses to be identified later as with the Jabimu incident, they were hitting their heroes far harder.
"Just retirement, no deaths?" Kido asked.
Aizawa crossed his arms. "I would assume that what forced them into retirement could be seen as a fate worse than death?" He dealt with plenty of those types, both in the field and in his classroom. Hell, he wouldn't deny that he was cut from a similar cloth. The idea that he would be forced into retirement felt like ash on his tongue.
The President nodded. "Correct, the Thunder might not kill but their methods leave many of their opponents too broken one way or another to continue. The fact that it's just 5 people makes this all the more concerning." She would keep the types of injuries to herself, these were professionals and didn't need that.
However, the middle-aged woman sighed. "I would be the first to admit that I chose to remain hands-off with them, as Japan is filled with plenty more heroes with the skills and conviction to hunt them down and capture them without me or the commission stepping in."
Hawks frowned, hiding it with his hand as yeah, he could see her making that call as she wasn't as hands on as her predecessor when it came to the day-to-day. Mirko just tapped her foot against the floor, as she felt like it was a failure on her part. Having looked for those Thunder bastards but never being in the same city as them.
"But then the I-island incident occurred, and such notions become impractical-no, irresponsible to continue." The President told them, to which one of the minor heroes raised her hand. It was the electric heroine that Hawks noticed earlier.
"Madam President, I don't think we know the full details of the I-island attack. I've only heard rumors of the incident and the Thunder's involvement." The blonde, who also happened to have some black patterns in her hair, stated,
Madam President hummed. "Yes, well, the reports had been purposely vague, from what I understand." "Here is what we know, Professor Shield David and his assistant, Doctor Abraham Samuel, worked with a villain group from the U.S. to steal a project that they had developed but was confiscated. It was they who manipulated things to allow the villains to enter the island undetected."
"Based on testimony and some other evidence, Professor Shield believed that they were actors but didn't know much else about them. Dr. Abraham, however, knew the truth and planned to betray the doctor and make off with the villains." She started, being blunt about it, which naturally caused a stir.
"Isn't the Shield character an old friend of All Might's? Why the hell he turn to stealing his own crap from I-island?" Mirko asked as she didn't watch the news a lot, but she liked to keep on top of stuff, and she would be pretty damn sure someone that high profile being arrested or suspected of a crime that big would make international news.
"Confidential," Madam President shot that down, saying without words how much more she knew, but she moved on before they could question her. "The leader of the group, a known American villain known as Wolfram, real name Gilbert Silverstein, was then contacted by All for One, who, through unknown means, learned of the coming attack. He offered Wolfram 2 things."
She pressed a button, which opened up the side wall to reveal a large screen; another activated the slideshow, which had all the info they had been given about Wolfram, his picture, description, crimes, quirk, and known associates, some of which had their names overlaid with the red marker of 'in custody'
"The first was the additional aide of the Thunder, which manifested in the presence of Nine and Pyre on the island. The second was a quirk." Another change showed the two villains in question, their files being sparse, which confused Hawks as surely they knew more about them; why keep that secret? However, it also has info on the fake IDs that were provided to the two, which got them onto I-island.
"A quirk?" Kido asked, as that just seemed insane.
"Correct, All for One's quirk, known by that same name, allows him to steal, use, and give quirks as he sees it. It is why Ragdoll of the Wild Wild Pussycats has been on medical leave, as we need to create a plausible story for why she's retiring from fieldwork." The President replied, the screen changing to Ragdoll's record, along with an extract from a medical report confirming she lacked a quirk factor, one which had been healthy and present not even 2 months prior during her last physical. Then, there was a file on AFO, a primarily medical examination conducted on all Tartarus inmates when they first arrived.
And in it, after having ran 5 separate tests, they could confirm that he now processed Ragdoll's missing quirk factor, along with at least 200 others.
"Forgive me, but if AFO can just…steal quirks, did he steal Bakugo's as well?" Hawks asked, looking towards Aizawa. "You, as his teacher, seemed pretty confident that the kid wouldn't turn, but if they could just take the power…"
Aizawa frowned but didn't disparage Hawks for the reasoning. In fact, it had been something he had thought about more than once and brought up with All Might. Why? Why didn't AFO take Bakugo's? From what they knew, Bakugo had rejected the League's offer before they had arrived and had been about to fight his way out on his own. All for One, who had the means to monitor the bar, would have seen that, and yet…he just didn't take it?
It made no sense. All Might painted the image of a man who cared only for himself, and had an insatiable lust for quirks, especially powerful and useful ones, All for One himself said as much when questioned on why he stole Ragdoll's quirk, so why not Bakugo's?
"Bakugo's quirk remains his own. He doesn't even seem to know that All for One could steal quirks." Aizawa answered as if he thought about it too long; he'll give himself a headache…again.
"I'm guessing that they didn't just make off with a few things then." Hound Dog directed the statement towards the President, as he heard about the theft, but it had been downplayed to just a couple things, but considering how much was kept from them….
"I-island is still confirming things, as the convection hall was burned down, destroying many items, but they're sure at least a third hasn't been accounted for, including an experimental jet/submarine hybrid." The President stated, which left the pros perplexed and concerned. Hawks had wondered how they got off I-island and managed to escape.
"50,000 Yen, that half of that stuff will be showing up on the black market here soon enough," Hawks stated.
"All right, so they screwed around and put a target on their backs; what else did they do?" One of the minor heroes asked.
"They, or as Ingenium reported, Pyre spotted him at the reception and took him aside where he healed him, allowing him to walk." The President told them, once more surprising them as she changed the screen to show Ingenium-Iida Tensei's files which now detailed how his nerve damage had been healed and he could be cleared for hero work at any time.
"Wait, a wanted villain who already sent dozens of pros into retirement…healed a hero? Why?" Another hero asked.
"It's just further proof that Pyre is not someone whose mind functions like a normal person, making him one of the more dangerous and unpredictable of the group."
"Now, with I-island, I recommended that the Thunder be elevated in threat level but also that we create a task force whose job will be to track them down and apprehend them. It has taken us some time to go through all active heroes to create a list of candidates, and out of them, you were the one best suited for this task."
"Of course, some are not present. I had tagged Sir Nighteye to lead this task force, but he's been investigating a Yakuza group for the last few weeks and won't leave it to his sidekicks till it is done. His second, Best Jeanist, was involved in the raid against the League and is still recovering, while Pixie-bob is similarly recovering from the League's last attack but should be able to join us in a few days."
"Not a bad selection of people then, we for those that can counter some of their quirks, and Eraser here who's an off switch for most villains."
"Not all heteromorphs are exempt from my power. So, someone like Chimera would still be a considerable threat."
"When will Jeanist be up on his feet again? I heard that it took a pretty bad hit from All for One."
"Not for another month, at least." "In the meantime, we can start our operations against the Thunder, so disclose what we know about them, starting with the one we know the least about." The President changed the screen to show the villain profile for the man, which, along with their details, was an image of them. This wasn't an arresting picture, but one snapped from afar and presumable without the man's knowledge as he was looking away from the camera, smartly dressed in a suit as he walked.

"As you can see, we know very little about the leader and arguably most powerful member of the Thunder. What we do know is that he's a quiet person who is deliberate and practical in his approach to things. Any incidents we have with him confirmed that he often sparingly uses his quirk, so we don't have a full picture of just how extensive his powers could be." The President explained that they had some footage of the quirk at work, but as it played, they could see how little it told them.
"So far, we know he has minor wind manipulation and cloud formation and can summon forth lightning even during a clear day. If his powers extend to all weather phenomena, it's yet to be confirmed." She finished as the blonde heroine raised her hand.
"So I'm to assume that we've been recruited to help combat their leader?" She asked, gesturing to herself and 3 others in the room, whom she figured also had electrical-based quirks.
Madam President nodded. "Correct, Eletress. Your resistance to electricity means that Nine's go-to attack, summoning forth lightning, will have a lesser effect on you. As he's never shown himself to fire off his quirk in quick succession, that pause could allow you or someone else the chance to get close and neutralize him."
"Next up, their second strongest member and arguable face of the operation." When it came to the next, there were 4 images on file. The first showed a normal kid wearing his school uniform, identified as belonging to Aldera Junior High, the image having been taken from his school's last school picture day. Despite knowing his crimes and a few of them having seen the kid themselves, there was something…wrong with seeing this image as he looked so nervous but excited at the same time.
The next was a more up-to-date image, showing that same boy yet with a different face, dressed up in his new villain attire; he seemed to be giddy, smiling as he stood amongst smoldering green flames around him, several other villains badly burned and defeated. The last 2 were how the boy looked when he transformed, one with legs, the other without, and instead, a serpentine-like tail. Those two, Aizawa recognized well as it had been taken at Hosu when the insane pyromaniac had gone on a rampage that drew Uraraka, Todoroki, and the still absent Iida into.

The President looked over the room, and saw how uncomfortable some were with the contradiction that existed between the arsonist, and the boy they saw, one that looked like he should be worrying about tests and hanging with friends, not avoiding them and committing crimes. "As many of you can tell, his youth does not take away from the fact he's an experienced villain with a penchant for burning any and everything that gets in his way."
"Unlike Nine, we have a full file on Midoriya's quick, which grants, among other abilities, a transformation, lava blood, regenerative abilities, fire generation, and mild pyromancy. He also seems to have a near resistance to flames and can even consume them should he desire it." She listed off his many known abilities, while Hawks noted from the files there was space to add; smart move when the kid couldn't have possibly known what he could do before he snapped.
"So someone that other fire heroes would need to avoid," Eraser concluded, as he had wondered why the country's foremost expert on fire quirks, Endeavour, was absent, especially when the President was willing to rope in 2 other top ten pros into this.
"I've experienced with handling fires and those that use it, so I was bought in to counter him?" Kido, who had been requested in Endeavour's stead, spoke up.
However, the President shook her head. "To an extent, unlike Nine, who favors ranged attacks, Midoriya has shown little reservations about getting close and can exploit the fact in his transformed state, he can both shapeshift his own body, but doing so often ruptures his stone container, sending his lava blood all over."
They played footage of one such incident when a hero had managed to get close to him and kicked the young villain, only for his neck to turn like an owl's sending lava across the man's costumed legs, in the distraction that followed, Pyre snapped his out fingers off and sent a glob of his lava right onto the poor hero's face.
Mirko was the only one who didn't wince at the man's flailing arms and voiceless screams as the footage played without volume; it only seemed to end when Pyre knocked him onto his back and stomped his face into the face before breathing a fireball onto the man's face. The report claimed the flames healed the man, but the experience left him requiring therapy and being barred from action till he was cleared.
Yes, the President agreed with their silent thoughts on how sadistic the boy could be, though she knew it was worse than that as, according to the boy's psychiatric, he wasn't malicious as much as delusional, having had the mental wires for affection and burning cross, resulting in someone that showed their affection through burns. This made his apparent appreciation for heroes all the worse as it only meant he used more flames than he would if he, like most villains, disliked or hated pros.
"However, we do have a solid means to counter him outside merely redirection. His quirk effectively turns his body into a human furnace, and thus, it needs to be kept above a certain level. Cooling him does considerable damage, zaps him of strength, and according to a doctor's report, cold enough temperatures have similar effects on him as it would have cold-blooded heteromorphs."
She played a clip from that doctor's visit; the sub-heading showed that it was an average annual when Midoriya had been 10. He had been locked into a room, and the temperature slowly lowered. Once it reached around 5 degrees, which could be expected on cold winter nights, the boy passed out in 2 minutes and needed considerable heat to warm up enough to wake up; even then, he displayed grogginess for 10 minutes.
"So we just need to bury him in ice and snow, right?" One of the ice-based heroes asked, but the President turned a glare towards him.
"It's not as easy as you think. Midoriya understands his weakness, and while he can come off as the most innocent of his outfit, he can get highly aggressive and violent should you try, as the team that went to apprehend the next member we'll discuss can tell you."
When it came to the third member of the Thunder, they were met with someone who, from the image, had dwarfed the other two. His heteromorph features being clear as Hawk's bright red wings. The image was taken by an informant who spotted him at a high-end club, enjoying a drink. He had blue fur, a wolf-like head, and hands that resembled an eagle's talons with a long reptilian tail. The waiter serving him was a big guy himself, and yet it looked like he was still in middle school compared to their target, even with the man seated.

"Another powerhouse, Kon might be the most aggressive in combat, his quirk forcing him to get close to his targets where he can use his superhuman speed, durability, and strength to overwhelm and crush most foes." The President explained with medical reports of various heroes and villains who had the misfortune of fighting him. She wouldn't call him brutal or sadistic, more uncaring if he used too much force to take someone down.
"His quirk doesn't just alter his appearance but grants him abilities seen in several members of the animal kingdom; it matters not if that was a bird, reptile, mammal, or amphibian. We don't have data on if that also includes fish." That part worried the President, as much like the rest of the Thunder, his quirk was formidable, and she would be lying if she said she wished that they hadn't caught them early as was the case with their golden goose.
"Also, he can use abilities that are seen in nature, as he had fire breath capable of standing up to most ice and water quirks, and reports state that when he fully shifts into his 'chimera' mode, he can fire off a beam of fire so hot it resembles plasma." She showed footage of just that: a gang of heroes and police tried to corner him, only to be bathed in fire and forced back. Using their water quirk, they tried to fend off the assault, but Kon proved stronger. Throw in the steam that was formed and blanketed the street; it was no wonder that by the time it cleared, they were all down and Chimera missing.
Mirko only saw it as a challenge, a hungry glint forming in her eye. "Sounds like it'll be fun to fight."
The President was pleased with that, though one would be hard-pressed to tell as such from her face. "Much like Pixie-bob, you'll primarily be responsible for handling him, though if you get the chance, the rest are fair game, Mirko."
The Rabbit hero smiled wider at that. She would have avoided working with others, but if it got her a chance to face one or more of those bastards, she'd take it. "I knew a few of the heroes this bastard took out; it'll be fitting if I'm the one that took him out."
The next person's profile belonged to the sole woman among the group, who fit the femme fatal troupe to a tee, being a young woman with fair skin, seductive blue eyes and noticeable full, glossy lips. The image however, was a reminder of who she was as it showed her smiling towards the camera, her hair morphed into blades, hammers and wraps that had cut, smashed or restrained a small gang around her, all without so much as a scratch on her.

"She can fire off her hair, correct?" Hound Dog asked, to which she nodded.
"Yes, she can harden it into needles or dagger-sized projectiles with enough strength to pierce rock and vehicles with ease. However, the hair loses its form after some time, which has made removing it from some of her victims…a challenge." Hawks frowned at that, as he could imagine it was hell to even find them, even if they had an entry wound.
"And known weaknesses?" Eletress asked.
"Her hair, even in its hardened form, can still burn or otherwise be damaged. However, she's well aware of that and has used that weakness to lure heroes into a false security. Should she act like she's weakened, continue with caution." The President told them they moved on to the next and final human member of the Thunder.
The following image was also of a tall man, using his quirk to animate various objects and even some police as weapons, taken from when the Thunder had committed their first crime as a group, the double heist.

"Unlike the other Thunder Members, his quirk lacks destructive power, but as you can see, he makes up for it by being the best at restraint and improvision. Anything his bandages wrap around can be made into a tool." The President stated as Eraser couldn't help but compare this one to how he fought with his capture tape. Mummy wasn't as skilled as him, but his quirk made up for that.
"Can't one just destroy them?" One of the heroes asked.
"It's possible. However, he keeps dozens of them on his person, including the ones that he keeps wrapped around his body. And from what we can tell from his victims, once you're trapped, it's nigh impossible to move." The President replied, as there had been reports of people cutting, melting, burning, and otherwise destroying the wraps. One could even tear through them, provided they did it fast enough to now get ensnared.
