Naruto stared at his opponent as the rain began to pour

'How could he do this? Is power that important to him? More important than me?' Naruto thought as he placed his released zanpakto in a reverse grip before sending multiple aerial attacks at his opponent.

'How did things end up this way?' Naruto made multiple shadow clones as he used them to send himself higher into the air to dodge the flames that came rushing towards him.

'Would he really kill me just so he could leave?' Naruto flashed through hand signs as the rain around him formed into the head of a fox before rushing towards his opponent who just nearly dodged.

"Tell me! Tell me right now! Is all this really worth it just for power?! Would you really kill just for power?! Saskue!" Naruto received no answer as another torrent of flames were sent rushing towards him as he sent another aerial attack from his zanpakto to split the flames.

"Just let me leave!" Saskue finally spoke as the markings from the cursed seal began to spread across his body as his eyes turned crimson red and his appearance began to change.

"Or I will kill you." Sasuke said as a chidori formed in his left hand.

"You'll just have to try," Naruto said as a rasengan appeared in his right hand. They began to rush towards each other as their eyes began to change. Sasuke's eyes turned pure crimson red with his sharingan still present as Naruto's eyes turned galaxy blue with his doujuto still present. Sauske's chidori changed from blue to crimson red as Naruto's rasengan turned galaxy blue moments before the two attacks met. Naruto cancelled his out as Sasuke attack pierced his chest.

"No matter what I'll never give up on you." Naruto said as he fell into a state of unconsciousness. Sauske caught Naruto's body before he hit the ground as one lone tear fell.

"Goodbye Naruto." Sasuke spoke as he turned to leave but before he could leave a massive pillar of galaxy blue energy erupted from Naruto's body as Sasuke just nearly dodged an aerial attack that was sent his way.

"You must be the Nine Tails" Sasuke asked as he turned to see Naruto's body being held by an unfamiliar man.

"Leave now but if I ever see you again the nine tails will be the least of your problems" The man said as Sasuke gained a puzzled look before a voice spoke to him in his mind.

"Sasuke you should leave now that's Naruto's zanpakto spirit" A voice said as Saskue nodded before he vanished. The man picked up Naruto vanishing before appearing atop a statue.

"So I can still use flashstep" The man said as he began to vanish appearing every so often.

/Hokage Tower

"So you want to build five tower around the village" Tsundea asked as Natsu gave a small nodded.

"Yea that way if the village is attacked again the dragon slayers can get here in time plus they can be used for chakra storage and it'll amplify the attacks the closer they are to it" Natsu said as the group looked over the plans.

"The council will never agree to this they already think you have to much power and that your hiding something from them" Tsundea said as she stared out over the village as the rain began to pick up.

"They're not wrong. The scrolls I have could change everything" Natsu said as he leaned back in his chair. When the doors were sent flying open. Causing everyone in the room to move into there fighting stance.

"Somebody needs to help him" the man said as he pushed passed the group and placed Naruto on the table.

"Sasuke was leaving the village of his own free will. I had to let him leave to get Naruto here before it was to late." Wendy and Tsundea began to heal Naruto as Natsu turned to the man.

"are you..." The man gave a small nod as Natsu realized Tsundea was having a panic attack.

"Granny what's wrong." He asked as he caught the hokage who began to yell.

"Wendy! What's wrong" He asked the sky dragon slayer who looked at him with worry clear in her eyes.

"i going to my realm thats for you to handle. naruto is somewhere trying from what i can hear and it seems the village is back in order. when i get back ill build the towers and bind them to the dragon slayer. it'll take me about a week to forge the arm and build the towers we can leave then" the hybrid said as he snapped his finger and a grey portal appeared. he gave a quick nodd before leaving.

"i guess we should get ready too. we only got a week" gildarts said as he rose from his chair.

"yea your right i guess we can take them with us" jrayi said as he picked up two of the masked ninja with gildarts following suit as they left the room. the room stayed quite as tsundea stared at the elder.

"and thats was who you wanted to be the next hokage" she said as the elder tryed to avoid her gaze.

"nothing to say for yourself shame. then we'll stick to my choice of making natsu hokage and we'll no longer be needing the elder couicl..." the two elder began to shout the protest when tsundea slammed her hand on the desk.

"this is the problem all you want is power yet you know nothing of whats going on in the village. the new council will be made up of the Aburame, Akimichi, Hyūga, uzimike, dragneel, and senjui clan heads and the civilians will choose six people to represent them. each member of the couicl of twelve will each have one vote the hokage has two" she said as she turned in her chair.

"i know what your going to say that means natsu would have three votes but thats why the hokage vote doesn't count unless the vote is evenly split among the council. so that's all i need from you so you may leave because at this point your opinion doesn't matter" tsundea said as the elder reluctantly left the room.

"now i wonder how you'll change the village when you become hokage" tsundea spoke as she looked over the village the was being rebuild as she saw multiple aril attacks move threw the sky follwed by nine streams of fire that where stopped by a pillar of wind that seem ti come from a small blue haired girl.

"it seems that naruto is have trouble with little wendy. she seems to be getting stronger" a voice said from the door.

"you here for your mission" tsundea said as she turned to face laxus.

" i thoughy you would i can have my ninjas take care od the weaker part of the akiski but the fairy guard must take care of orsion sesi and grimor heart. jaryia will take care of the akiski leader and guildarts will take out toutros"
