"Say, Makoto, you got a minute?"

Ann had stayed behind, looking as if she had something important to say.

"Something on your mind?" Makoto asked.

"I know that this might be a little dangerous, so I'd totally be fine with you saying no, but…" Ann trailed off. "Could you come with me somewhere…?

"Come with you where?" Makoto asked.

"Sunset Bridge." Ann told her.

"That's… very far." Makoto frowned.

"Don't worry, don't worry! We'll get you a reaaaaaaly good disguise, and then everything will be fine!" Ann assured her.

"... Is it really important?" Makoto asked.

"Well… it's another shoot." Ann explained. "I wanted you to be there to support me!"

"... Ok. But you'd better have a good disguise in mind!" Makoto warned.

"Don't worry, I've got this!" Ann grinned. "Just leave it to me!"

"O-Ok…"

Ann whisked her away, ready to create the perfect disguise.


Ann's makeup skills would never cease to amaze her. From the way she looked now, it would be nearly impossible for most people to recognize her unless they got really close up. And even then…

"Is this the place?" Makoto asked.

"Yeah, they should be… huh?"

Glancing over, they saw a man talking to that one girl named Mika.

"And don't pull a stunt like that again, okay?" the man requested.

"Okay… I won't…" Mika trailed off.

"What's going on here?" Ann asked.

"Oh, uhh… well, I guess you fell victim to it too." the man said. "Is it okay if I tell her, Mika-chan?"

"Hold on, if Ann is a victim here, I think she should know what you're talking about no matter what." Makoto pointed out.

"Yeah…" Mika muttered.

"Do you remember a while back when a bunch of models weren't showing up to their shoots?" the man asked.

"Oh yeah, I remember." Ann chirped.

"Well apparently Mika-chan was posing as our agency and telling them the shoot location changed."

"Oh really?" Makoto asked, narrowing her eyes.

"We had heard rumors that she might have been doing it… but we thought people were just jealous of her." the man continued. "I mean, those shoots she filled in for really boosted her popularity."

That was probably why she had sabotaged the other models in the first place.

"Anyway, I asked her about it today… and all she had to say was 'I'm sorry.'" the agency employee said.

"What I did was really terrible. I caused so much trouble for everyone…" Mika sniffled. "But I'm gonna start working even harder from now on, I promise…"

The agency employee let out a sigh. "Anyway, let's get started. You're ready to go, right?"

"Yup!" Mika smiled, perking up unnaturally fast.

The man walked off to make preparations, leaving them alone.

"... You really did something that lame?" Ann asked.

"What are you calling lame?" Mika scoffed. "This industry's overflowing with models. Without an in, your career will never even get off the ground."

"Even so, you'd resort to sabotage?" Makoto questioned.

"Chances don't come to those who wait. You have to make your own luck if you want to succeed." Mika said, defending herself.

"You really are something…" Ann sighed.

"It's your own fault for getting the boot. If you can't crawl your way back up, you may as well stay home. And either way, it's not like I'm not talented. I just needed my shot, and now I'm selling like crazy." Mike boasted.

"... You talk big, but they still found out about your fake emails." Ann pointed out.

"Sure, but all I had to do was offer a teensy apology. It would've been dumb to try and hide it from them. Anway, they can't sack me now that I'm so popular." Mika smirked. "And I'm going to keep getting even more popular, even if it means being detested for my actions."

Despite everything, Ann couldn't help but giggle.

"W-Why are you laughing? Mika frowned.

"You know, you really are just like those anime villains I used to love as a kid!" Ann smiled. "Beautiful, strong, and wicked! I honestly can't bring myself to hate you."

"I guess she is pretty over the top, but…" Makoto sighed.

"Wha- Are you comparing me to some cartoon?!" Mika snapped, before quickly calming down.. "... Well, I have no problem hating you."

"I guess I can't blame you." Ann laughed. "I'd be pretty upset if I was only second place too!"

Mika's eyebrow twitched. "What was that?"

"All your hard work is only gonna get you that." Ann claimed. "You might be more popular right now, but I'll take that spot from you fair and square!"

"Hmm…" Mika trailed off.

"I understand the position that you were in, but now that you're popular, can you at least promise no more tricks?" Makoto requested.

Mika grinned, taking Ann's challenge head on.

"Fine then." Mika grinned. "I won't pull any more tricks. I'll beat you with beauty… fair and square.

"Sounds good to me!" Ann exclaimed.

The photoshoot started a few minutes later, both Ann and Mika beaming and showing off for the camera.

"Yeah, that's it! That way!" the cameraman encouraged.

"Hey, isn't that Mika? Wow, she's even prettier in person." an onlooker commented.

"Oh! And Ann too! Wow, she looks even cuter than Mika here!" another onlooker said.

"Yeah, she really brought her A-game today." a third onlooker noted.

"Even if they have some natural beauty, they must be exercising pretty hard."

"I wonder what their diet is like?"

"Let's go, Ann-chan!"

"Something's really changed about her lately. Maybe she's grown more confident."

Comments continued to roll in from onlookers impressed by both models' performances.

Eventually, the shoot came to a close, Ann excitedly running up to her as it did.

"Man, that was so fun! The whole shoot went great!" Ann excitedly said. "So, how was I?"

"I could tell that you really put your heart into it." Makoto complimented. "You did great!"

"Well, yeah!" Ann smiled. "I had to work extra hard since you were watching, Makoto!"

Ann took a moment to glance out to the sea, watching it glisten in the sunset.

"I know that I said that I want to be the number one model, but I'm okay with that not happening just yet." Ann confessed. "For now, I just want to keep improving, one step at a time."

"I think that's a healthy way of looking at it." Makoto smiled. "I'm sure that you'll be able to accomplish anything you set your mind to!"

"Yeah!" Ann agreed. "Then someday down the line, I'll be able to look at myself with pride. And maybe other people will see that confidence, and draw strength from it themselves, ya know?"

"You want to inspire others, then?" Makoto asked.

Ann nodded. "I'm gonna be a ray of light for the people of this planet… Just like you and Shiho are for me…"

"I'll always be there supporting you, Ann." Makoto promised.

"Yeah! Forever, okay?" Ann beamed. "You… really are my light, Makoto."

"All right, break time's over!" one of the employees said. "Ann-chan, you're gonna be the main focus for this session!"

"The main focus, huh? You must have really left the biggest impression!" Makoto said.

"Must be. I can see Mika's eyebrow twitching over in the distance, so it must be." Ann giggled. "I'll try not to rub it in too much. Oh! Why don't we hang out a little more after the shoot?"

"Well, alright." Makoto smiled.

After the shoot had finished, the two of them headed to a nearby cafe to talk for a little longer.

She noticed that Ann seemed to be deep in thought, staring at her food.

"Even when I met Shiho, when she saved me… I realized that those personal relationships were something to be treasured." Ann confessed. "That's why I'm not going to run away anymore. I'm going to be confident and face myself head on."

"I think… it takes a lot of strength to show confidence in modeling… especially after what you've been through." Makoto told her.

"Yeah, I'm going to accept who I am, and what I want to be, and own it!" Ann declared. "And I'll use that strength to help others be strong. Although I still can't help but worry sometimes."

"I think that's natural. But you're strong enough to get through that, and you'll always be able to rely on our support too." Makoto encouraged.

"Totally! And you can lean on me too, whenever you have to!" Ann promised.

"To be honest, I already do, to an extent." Makoto admitted. "I never would have gotten this far without everyone's support."

Ann giggled. "Well then, I guess I'll just have to try even harder, huh?"

"I'll be looking forward to the results." Makoto smiled.

"It's kinda funny how we started out as enemies… now, we really see eye to eye." Ann noted. "I'm really glad that I met you, Makoto…"

"That doesn't mean that I'm gonna stop counting on you sometimes." Ann giggled. "After all, you're an eternal member of my fan club."

"Eternal?" Makoto repeated.

"That means forever!" Ann clarified. "Got it?"

"R-Right!" Makoto nodded.

"Anyway, let's eat before our food gets cold!" Ann said. "Time to dig in!"

They ate their meals, speaking for a little longer before she went back to Sojiro's for the day.


11/24 Sunday

Progress had been frustratingly slow. She had reviewed the footage of Shido's speech again and again, but she couldn't think of a thing.

Maybe they really would have to bust out the dictionary at this rate.

"Hey, someone's coming to meet you up there!" Sojiro shouted from downstairs.

"Oh, alright." Makoto nodded.

It would be nice to have some company. She had basically fully recovered at this point, but still needed to stay hidden, as antsy as that made her.

Having a break from trying to find out this codeword would be great.

She heard someone rushing up the stairs at lightning speed.

"MAKOTOOOOOOOOOOOOOOO!"

She was immediately tackled to the ground, the sound of sobbing entering her ears.

"You dummy! You big, dumb, stupid dummy! Do you know how worried I was about you?!"

She let out a smile, returning the crushing hug Eiko was currently giving her, but with a bit less force.

"I'm sorry." Makoto insisted. "I'm sorry.

"T-They said on the T.V that the leader of the Phantom Thieves had…" Eiko trailed off. "So, I thought you…"

"I know. I know." Makoto comforted.

After spending some time calming Eiko down, she took some time to explain the current situation to her, even showing her the recorded call that caught Shido's entire speech.

"I see, I see." Eiko nodded. "So you're trying to find that last keyword, huh?"

"That's right." Makoto nodded. "None of us have had much luck so far."

"That does sound frustrating…" Eiko frowned. "I've heard the whole speech, but nothing really stands out as like, super evil or whatever.

"Well, the last keyword would be an object, most likely." Makoto pointed out.

"Didn't really hear much about those, either." Eiko groaned. "Goes on and on about 'sailing this, sailing that' though. Reminds me of the time my parents were talking about going on a cruise ship."

"Cruise… Eiko, you're a genius!" Makoto exclaimed.

"Wha- M-Makoto, did they smack you in the head in that interrogation room?" Eiko asked. "You're the genius here, not me!"

"Think about it! The next keyword could be ship!" Makoto pointed out.

"Oh! Oh yeah! Let's try it!" Eiko recommended.

She swiftly opened up the Metaverse app.

"Ok… cruise ship." Makoto said.

Keyword Accepted. Beginning Navigation…

"That was it! It was ship!" Makoto realized.

She quickly cancelled the navigation, satisfied with the results!

"Thank you for that, Eiko." Makoto expressed. "Now that team and I explore the palace."

"H-Hey, what about me?!" Eiko exclaimed. "I want to come too!"

"Eiko, it'll be very dangerous." Makoto pointed out. "The Conspiracy has a good idea who we are right now, and with his knowledge of the Metaverse, Shido will likely pull out all the stops to protect his palace and to stop us."

"I know that, but…"

"Ren and I… have personal reasons for trying to take down Shido." Makoto explained. "And the others have all been with us for a long time. I…I mean, you're still new to this, so-"

"But I have a personal reason for wanting to take Shido down too!" Eiko argued.

"You do?" Makoto asked.

"Of course I do!" Eiko exclaimed. "He hurt my best friend and tried to have her killed! I'm not going to let him get away with that!"

"Eiko…" Makoto trailed off.

"You have to take me along, Makoto!" Eiko pleaded. "I promise I'll be careful! Please!"

"... Alright. But you need to follow my orders at all times, and if I think you're out of your element, I will tell you to leave."

"I understand! I promise that you won't regret this!" Eiko told her.

She was still very nervous for her, but at the same time, in the face of Eiko's resolve, she found that she couldn't deny her so easily.

She could feel her resolve, as well as their bond, growing stronger.

"Great! So now that we've got all those keywords, do we raid the palace now?" Eiko asked.

"Tomorrow." Makoto told her. "First I need to let the others know."

"Great! Then I'll meet you at the Diet Building!" Eiko grinned.

The two of them spoke for a little while longer before Eiko went home for the day.

After calling the others and letting them know that she had the final keyword, she made some final preparations before heading to bed.

Tomorrow, they would bring the fight directly to Shido…


11/25 Monday

She had carefully made her way over to the Diet Building, some of the others already there.

"You ready?" Ren asked.

"Yeah. I am." Makoto nodded. "There's no time to lose. Are the rest of you ready, then?"

"Ugggh…"

Morgana seemed to struggle making it over to them.

"Mona! What happened?!" Makoto gasped.

"T-Too much…" Morgana groaned.

"Too much what?!" Makoto asked.

"F-Fatty… Tuna…"

"..."

Makoto dropped him.

"Ah! W-Why did you do that?!" Morgana gasped.

"I thought something had happened!" Makoto snapped.

"Something did happen! Your sister let me have all the tuna I wanted!" Morgana explained.

"... That's not good for you!" Makoto pointed out. "I'll have to put you on a diet at this rate!"

"D-Diet cat food?!" Morgana gasped.

"Guess you'd better pull your weight in that palace, huh Mr. Kitty!" Eiko giggled.

"M-Mr. Kitty!" Morgana gasped.

"Hey, Makoto, is that…" Ann trailed off.

"Yes, this is the other persona user that I told you about." Makoto informed them. "Eiko's going to help us with this."

"Uuuuuh… I-I'm happy to work with you!" Eiko nervously said.

Her eyes seemed to dart around the others. It would be a little awkward to join at a moment like this.

"Welcome to the team." Ren greeted, encouraging her.

"Aww, thanks Renny!" Eiko beamed.

"I think you mentioned that she had been in the Metaverse before, yes?" Yusuke asked.

"Correct. I've trained with her a few times too." Makoto answered.

"Well, that sounds good to me!" Ryuji grinned. "Now let's get moving!

"Right." Makoto nodded. "Then I'll start up the app.

She started up the app, and…

The world warped around them, sending them back over to the Metaverse…


… Only to end up in a location that looked completely identical.

"Uhhh…. Something was supposed to happen, right?" Eiko asked. "Like, things go all swirly and topsy turvy and then we go to this weird palace, right?

"That's what's supposed to happen, yeah." Ann frowned.

"The barrier! That's gotta be it!" Ryuji exclaimed.

"Don't think so, man." Ren said.

"The security guards are gone." Makoto noted. "There's a difference."

"Oh, wasn't it sorta like this in the last palace you guys went too?" Eiko asked. "The whole town was, like, totally the same, except for that courthouse."

"Did you… go there yourself?" Haru asked.

"Huh? Oh, yeah, I might have… checked it out… hahaha." Eiko laughed.

"Hey! My appearance changed, you know!" Morgana pointed out. "So we're definitely in a palace!"

"Let's go take a look then." Yusuke suggested.

Carefully, they snuck around the Diet Building, keeping on the lookout for shadows.

"W-What the heck?!" Futaba gasped.

"Futaba, what is it?!" Makoto asked.

The group followed her to the back of the Diet Building… and found themselves on a moving ship, sailing through a sunken Tokyo under reddened skies.

No, not just Tokyo.

All of Japan itself…

"Even if the country itself may sink, only he and those he deems worthy will survive…" Haru whispered. "That's what this cognition is about, huh?"

"This is bullshit!" Ryuji snapped. "'A country that children can be proud of', my ass! Everythin' in Japan's sunken to the bottom of the damn ocean!"

"This is completely nuts!" Ann exclaimed. "How does this guy of all people have so many people supporting him?!"

"Not just supporters, but there's people like Akechi in his inner circle as well." Yusuke noted. "He must have seen this at one point, and yet still aids Shido."

"What on Earth was he thinking?" Ren frowned.

"Whether it be for glory or simply a reward… My father died because of Shido!" Haru spoke.

"G-Geez, someone like this is really about to win the election?" Eiko stammered. "T-That's like, pretty scary, huh?"

"We'll just have to make sure he's the only one sinking, then!" Futaba roused. "Come on!"

"Be careful, everyone…" Morgana warned. "If his distortion covers the entire country, then there's no telling how strong his desires are."

"Don't matter how strong he is!" Ryuji boasted. "Cause we're stronger!"

"Everyone… let's steal that treasure!" Makoto shouted.

"YEAH!"

Their deadline was less than a month. They only had until the 17th of December.

That would be enough. She would make sure of it!

The group made their way into the Diet Building itself, and the moment they did, their outfits immediately changed into their Phantom Thief attire.

"Ah! Your outfit looks amazing!" Ann exclaimed. "I'm kinda jealous."

"Aww, thanks!" Eiko giggled, giving a quick spin to show it off. "But why did we change into these clothes all of a sudden?"

"The palace owner didn't consider us a threat until we entered the ship." Ren explained. "He might not know our exact location, but he knows something is wrong."

"Oh, ok, gotcha, gotcha!" Eiko nodded.

"Just so you know, guys, her codename is Witch." Morgana explained.

"That's right! And Queen already let me know about all of your codenames!" Eiko grinned. "But…"

"What is it?" Makoto asked.

"These guys… are all cog…nitions, or whatever, right?" Eiko asked. "I mean, unless they all entered too…"

The room had two giant statues of Shido himself, with people conversing underneath them, all of them dressed impeccably and with masks.

"Strange… they all have masks as well." Yusuke noted.

"Yeah, but I don't think these guys are Phantom Thieves." Eiko frowned.

"Maybe they're pretending?" Ryuji suggested. "Oh! Wait! Maybe Shido's real paranoid and thinks anyone could secretly be a Phantom Thief!"

"No, I think he has a good idea of our real identities." Makoto shot down. "But he must think they're all hiding secrets."

"I get it! To a liar and a schemer like him, everyone else must seem untrustworthy to him!" Futaba realized.

"Maybe a life in politics or corporations will install that mentality into anyone…" Haru trailed off.

Makoto glanced around, trying to listen into their conversations without drawing too much attention. From their haughty laughter to their smug tones, she could tell that Shido didn't seem to think too highly of these people either.

They walked up the steps at the entrance, but Makoto stopped short of the large door in front.

"Scatter!" Makoto shouted.

Everyone got out of the way just before a giant, white lion landed in front of the door.

"Oh come on!" Morgana complained. "A guard dog?!"

"Uuuuuh… nice doggy." Eiko stammered.

A dog let out a fearsome roar, breathing out flaming breath.

"Fox, cool it down!" Makoto demanded.

Fox immediately shot out chunks of ice, settling the flames.

"Skadi!" Makoto called. "Mabufudyne!"

The beast was suddenly surrounded by ice, being pelted from all sides until its body began to freeze.

"Frozen… alright Skull, that's your cue!" Makoto commanded.

"Hell yeah!" Skull shouted, swinging his club at the beast's frozen head as hard as he could.

The ice shattered, the beast taking the full force of the blow as it fell to its side.

"Now, everyone!" Makoto shouted. "Strike it down!"

All of them performed an All-Out-Attack in perfect tandem, taking the beast down quickly and efficiently.

Even Eiko managed to get a few strikes in, although it would still take her a bit to be in tune with the others.

The beast fell, dissolving into ooze, and then they heard… clapping?

"Ah, is this a show of sorts? Mr. Shido never fails to keep his guests entertained!" A man said.

"Indeed! I feel so privileged to have been deemed worthy enough to be let on this ship!" A lady nodded.

"Geez, I thought they'd be at least a little concerned." Eiko frowned.

"These people must all be a part of the upper echelons of society." Makoto realized. "They must think they're completely invincible because of that."

"I wouldn't be surprised if Shido was thinking the same thing right now." Ren suggested.

"Well then, let's remind him that no matter how powerful he thinks he is, he's still just one guy!" Ryuji smirked.

They made their way through the entrance hall, gathering treasure and striking down any enemy that got in their way.

"Guys, the treasure's gotta be through that door up ahead!" Morgana announced. "I can sense it!"

In front of them stood a large, golden door, with lion heads serving as the handles.

"Hall of representatives, huh?" Ren noticed. "Yeah, that's definitely where Shido would be."

"There's a bunch of slots to insert keycards." Futaba noted. "About five of them."

"... Four hundred and seventy-five in favor, zero against. As such, the bill will be unanimously passed as drafted.

"Huh?" What's that voice?" Haru asked.

"Hmm… the main assembly hall must be through these doors." Makoto theorized.

"Oooooh, right, the assembly hall." Eiko nodded.

"... Do you know what that is, Witch?" Makoto asked.

"Ehehehe…" Eiko nervously laughed.

"I don't really know what that is either." Ryuji admitted.

"It's a large conference where representatives vote on bills… although I imagine all of the votes will be rigged in Shido's favor." Makoto stated.

"So, like, what do we do now?" Eiko asked. "Just like, find some keycards?"

"I wonder what sort of qualifications that we'll need to have in order to get through." Yusuke questioned.

"So maybe we'll need to pretend to be on Shido's side?" Ann asked.

"That might work, but there's still the question of how we get those keycards." Morgana pointed out.

"Maybe we could… just ask some of the people here?" Futaba asked.

"It's possible, since they're cognitions of Shido, that they might know." Makoto pointed out. "But they might still be hostile and attack if they suspect anything."

"With our masks, we blend in." Morgana stated. "I think we should give it a shot."

They quickly split up, talking to everyone they could in order to find out more information.

After doing so, they made their way back to the safe room.

"Maaaaan." Ryuji groaned. "I wasn't able to find anything…"

"Me neither…" Eiko sighed.

"Ugggh, you're a sadist, Makoto, making me have to talk to people." Futaba grumbled.

"I'm sorry, Oracle." Makoto sympathized. "Did you find anything?

"Hehe… I did, actually!" Futaba boasted. "I heard about a president of an I.T company, who hangs out a lot in his room. Guys he gets there from an exclusive hallway.

"Oh, I found out about this one guy who was a former noble." Ann told them. "He's over by the pool area."

"Ren and I discovered that there's a prominent politician named Ooe at the restaurant." Makoto said.

"Guess he likes to sit near the window, from what we heard." Ren said.

"I heard about a president of a T.V station." Haru chimed in. "He seemed to really like gambling, so we should find him there."

"Yusuke and I discovered that there's a director of the SIU. We're not sure where they are, but we should keep a lookout." Morgana explained.

"Incidentally, I managed to draw the interior of the palace thus far." Yusuke stated.

"Drawing our own dungeon map, huh? Now that's old school!" Futaba exclaimed.

"... I have no idea what that means." Yusuke frowned.

"It'll take a while to draft a solid plan for tackling this place, but I think I can manage." Makoto stated. "For now, let's leave and make some final preparations. This will definitely be our hardest challenge yet."

Everyone agreed, going home for the day, while she made her way back to Sojiro's home.

As night began to fall, Morgana sat at the foot of her bed, deep in thought.

Today, he was staying with her. Sojio had picked some cat food the other day.

Healthy cat food, to be precise.

"You know… everything's been so hectic lately, but when I finally had a moment, I started thinking about my actions." Morgana said.

"What do you mean?" Makoto asked.

"I was always worried about who I am, or how useful I was to the group." Morgana frowned. "It was like I didn't have any guts at all!"

"Everyone has doubts." Makoto pointed out.

"I know, but… well, I was really stubborn about the entire human thing, huh?" Morgana admitted. "I guess I just wanted a purpose. Somewhere to belong, I suppose."

"Don't you think you belong with us?" Makoto asked.

"Yeah, I think that now. And I know what I want to do, too." Morgana told her. "And you know what that is?"

"Hmm… get your own room?" Makoto guessed.

"Wha- No! Well, yes, but first of all, I wanted to do my best to ensure that the Phantom Thieves succeed!" Morgana told her. "So I won't hold anything back!"

She could sense Morgana's heightened resolve.
