Fittingly enough, Shido's treasure room seemed to be the real captain's quarters, while also doubling as a sort of chamber room you'd see in the Diet Building.

A gigantic steering wheel hung from the ceiling of the room, its movement corresponding to the movement of the ship.

Shido truly did view himself as the one completely in charge of the country.

They ran up to Shido's desk at the front of the room, Shido calmly watching them approach.

He didn't look any different than how he appeared in the real world.

The man's distorted desires were stronger than anyone else's that they had faced before.

But he had no delusions about what a ruthless, evil man he was. It was exactly the person he wanted to be.

"Shido!" Ryuji snapped, pure rage written on his face.

"Where exactly did you all obtain your powers?" Shido asked. "And to so easily overpower Akechi's own powers."

"Akechi was your own son!" Yusuke shouted. "How could you do that to him?!"

"I figured that he must have had some sort of connection to me." Shido replied. "And I'm sure that the reason he initially approached me was because he wanted revenge, correct?"

Shido let out a laugh.

"He was sharp, but he was still just a kid in the end." Shido grinned. "It was all too easy to control him."

"Is it true then, that you were always planning on getting rid of him?" Ren asked.

"Of course it was. I intended to do it as soon as I became prime minister." Shido answered. "I have plenty of knowledge on how to bend this cognitive world to my will now, and I could never let someone who knew so much of my past crimes be left alive."

Another laugh. As if the entire situation was just amusement to him.

"Not much on an ace detective, was he?" Shido smirked. "He was at my side this entire time and yet he couldn't see through my plans. At least he saved me the trouble of having to deal with him in the real world."

"You're awful…!" Ann cried. "You really don't care about anyone but yourself!"

"You stole my mom's research… and took her life!" Futaba shouted.

"Everything that you've done has been purely for the pursuit of your own selfish goals!" Haru accused.

"It's over, Shido. Every one of your guards and allies have been taken care of." Ren told him. "Just admit to every single one of your crimes and end this already."

"And what good would that do me?" Shido asked.

"What?" Ren asked.

"I asked, 'what good will that do me'?" Shido asked. "Sexual and physical assault? Conspiracy? Fraud? Frame jobs? Connections with the Yakuza? Countless amounts of murder and assassinations? What's the benefit of admitting to any of that?"

"Why are you talking about this like it's SUPPOSED to benefit you?!" Makoto snapped.

"Deep down, everyone knows that there's no logical reason to admit to wrongdoing. That's why we rely on shame!" Shido exclaimed. "But the irony of that is simple! The shame is only felt by rejects like you, which makes you all the easier to take advantage of, considering society at large doesn't care!"

"Well, unfortunately for you, there's more than one way to get you to confess." Makoto countered.

Shido matched her gaze, expressionless for some time, seemingly studying her.

"... Let me ask you a question." Shido muttered. "Do you hate democracy?"

"What?! What the hell kind of question is that?!" Makoto shouted.

"A simple one, really. Are you not attempting to subvert democracy right now?" Shido asked. "You are going against the people's will. They chose me to become their prime minister! You think that I'm some massive threat to democracy, so you attack me?! Try to try over my mind?! What nonsense!"

"You're the one who hates democracy!" Haru snapped. "With the power of the Metaverse, you plan to turn the entirety of Japan into your own police state! A dictatorship!"

"But what if a dictatorship is what people want?" Shido asked, giving a twisted smirk. "Oh, I'm sure that if you asked them if they wanted a dictatorship, they would say no. But a strong leader that doesn't bother with elections? Well… That's a different story."

"Those are the exact same thing!" Ryuji snapped.

"The only things people care about are being fed and feeling secure. That's it." Shido claimed. "They don't want to deal with the responsibilities that come with democracy! They don't want to meaningfully educate themselves, do research, or engage with their government. They don't want to have to look inward and wonder if, after decades of scandals and corruption, that perhaps their voting habits may be partially to blame! They just want someone to deal with all of their problems for them!"

"What sort of twisted logic is that?!" Yusuke cried.

"I am a politician! A public servant! I serve the people!" Shido argued. "If the people wish to be in chains… then who am I to deny their claims!"

"You can dress it up however you want… you're still a criminal!" Ann shouted. "You're the reason so much has gone wrong already, and you haven't even been elected yet!"

"Yeah, that's just an excuse!" Futaba snapped. "Did the people want you to kill my mother?! What about all of the other people you killed?!"

"You're hiding all of your actions from them because you know they wouldn't approve!" Ren argued. "We'll see just how popular you are after we make you confess to all of your crimes!"

"What impudent brats…" Shido chuckled. "But… Now that Akechi is out of the picture, I could use a replacement. So let me make you an offer. Join up with me, and you could have a spot by my side at the top of this country."

"Hardly an enticing offer when you just told us how you had to dispose of your previous hitman for knowing too much." Ren scoffed.

"Why don't I give you an offer as well? This is your last chance." Makoto stated. "Surrender, and allow us to take your treasure and change your heart, and we won't pummel you into the ground."

"Heh… My offer was simple flattery." Shido smirked. "I would never let such mere thieves like you by my side. You must all be disposed of immediately!"

Suddenly, the entire boat began to shake. The entire room seemed to shake with energy, all of it centering on Shido himself.

"In the end, Akechi chose to come to me. In the end, the people came to me. I was chosen!" Shido declared. "Chosen to lead this great country!"

Suddenly, various cognitive politicians materialized into the room, standing from their seats to give Shido a round of applause.

Shido's podium rose higher and higher into the air, becoming like a sort of tower.

Yusuke jumped to a platform rising with the tower, gesturing for the others to follow.

They jumped from platform to platform before finally arriving at the top.

"Don't think that I will go down as easily as that foolish son of mine." Shido warned.

Red and black energy began gathering around Shido, and before their eyes, his clothing changed, with him now wearing a red cap, a silver spiked helmet, and a military outfit depicting numerous medals and awards.

He stood atop a fearsome golden lion that was made up of various golden statues of people.

Were they… meant to represent the people on the cruise? The people of Japan, even?"

"When the people look up to me, they do not see someone to despise. Rather, they see me as someone to look up to! Someone they aspire to be! They think one day, I will help them all, and through their hard work, they will be elevated to my level!"

"But that's never going to happen." Ren countered. "You don't care about helping them at all!"

"But they don't know that." Shido grinned. "And anyone who does is powerless to stop me! Now kneel before me… or DIE!"

"Just try and stop us!" Makoto defiantly roared. "You'll never be our prime minister! Not today! Not ever!"

Shido's mount let out a threatening roar as they all charged ahead.

Ryuji immediately tried to slam his weapon into the beast, but only found his attack reflected back at him for his efforts.

"Looks like magic is our best bet, then!" Makoto shouted.

"You got it!" Ann replied, flinging a scorching Agidyne at Shido.

Shido grunted as the flames collided with the beast, the beast itself creating a barrier to reflect any further magic.

"Yaaaah!" Morgana cried, his reflected wind spell nearly blowing him off the platform.

"You freakin' coward!" Ryuji snapped. "Quit hidin' behind a bunch of barriers and fight us!"

"What unsightly lowlifes. Begone!" Shido proudly roared, the lion coating its claw in a dark purple energy before clawing at all of them.

The force of the blow instantly knocked them back, dangerously close to edge.

"O-Ok. Maybe you can hide a little bit." Ren groaned, clutching his side.

"Ugh, then how are we going to hit him?!" Ann groaned.

"I've got an idea." Makoto stated. "Some of you… nullify your own magic, right?"

Almost everyone else nodded.

"Good. Now follow my lead." Makoto ordered.

Once again, she saw Shido's mount creating another barrier to reflect magic. If she could buy just a few seconds of time…

"Black Rider!" she called. "Megidola!"

Immediately, she fired off her own attack.

"Joker, now you!"

Joker nodded, firing a weak spell right after her.

"Now, everyone else!" Makoto instructed. "Together!"

In perfect sync with each other, all of the thieves flung spells of various elements.

"Pointless!" Shido scoffed. "My barrier will stop a-WHAT?!"

Even Shido's Makarakarn was no match for a Megidola, the almighty energy easily piercing the barrier and striking Shido and his mount head on.

Immediately afterwards, Ren's spell collided with the barrier, simultaneously breaking it and getting reflected.

Still reeling from the Megidola, Shido's lion was unable to generate another barrier in time and was suddenly struck with an onslaught of spells.

"Enough!" Shido yelled.

The lion charged forwards, heavily damaged but not yet defeated.

The beast's eyes narrowed onto Makoto, seemingly acknowledging her as a threat.

"That one is the leader. I'm not sure how exactly you managed to escape the trap we laid for you…" Shido trailed off. "But I will correct that mistake now!"

"Anat!" Makoto called.

Anat quickly transformed into a motorcycle, and she rode as fast as she could, Shido hot on her heels.

At this point, he seemed solely focused on her.

She could work with that.

She grabbed a few things from their supplies as Shido inched closer and closer.

Right as Shido was about to catch Anat on his mount, Makoto lept off.

"What?!" Shido roared. "Wait, get back-

Shido noticed a second too soon that Anat had been rigged with tiny, nuclear explosions wrapped around her. While Anat suffered no harm, the same couldn't be said for the beast carrying Shido around.

"Where did she go?!" Shido yelled, the smoke from the explosions covering his view.

"RIGHT HERE!"

Shido's eyes widened as Makoto appeared right in front of him, still in the air.

"Freidyne!" Makoto shouted.

An even greater explosion covered the area in smoke, Makoto jumping out of the area and observing.

"No way he's down already…" she muttered.

Sure enough, something immediately flew above the smoke cloud, and she quickly focused on the massive, 10-winged serpentine creature that Shido now rode on.

"Aw, come on! It flies now?!" Ryuji exclaimed.

"Just keep up the pressure!" Makoto ordered.

The Thieves continued to try and hit Shido with their spells, but to their surprise, the dragon easily shrugged off their spells before retaliating with its own.

First came fire, then ice, then lightning, then…

"Scatter, everyone!" Ren warned, all of them running away from the gusts of wind the creature called down.

The dragon left them little time to breathe, immediately following it with a psychokinetic attack.

"Use your guns!" Makoto ordered. "If magic won't work, then ranged physical attacks should be more effective!"

Her hunch proved correct, the dragon proving both unprepared for and susceptible to the sudden burst of gunfire.

While it had taken significant damage, it still hung on, firing up several more spells before it began charging up.

"Everyone, brace yourselves!" Makoto warned.

The dragon let out a beam of magic energy, damaging the battlefield below while trying to chase them down.

"Keep firing, everyone!" Makoto ordered.

They continued to sneak in any shot they could, but the dragon gave them very little room to do so, once again trying to burn them with fire, then freeze them with ice.

"Wait a second…" Ren realized. "Is it…"

He narrowly dodged a bolt of lightning, which seemed to confirm his theory.

"Queen, I've got a plan!" Joker called.

"Alright, go for it!" Queen responded.

Heavy gusts of wind once again threatened to blow them right off of the platform.

"So next up…" Ren began. "Noir, charge forward and shoot it!"

"But what about-"

"Don't worry about that! Trust me!" Ren insisted.

Haru nodded, charging ahead like ordered.

The others continued to try and fire shots at the dragon without drawing suspicion.

The dragon fired up another psychokinetic attack right at Haru…

"Fire!"

Haru shot her grenade launcher right at the same time.

Both attacks scored direct hits… but only one of them did any damage.

Haru let out a giggle as the dragon cried out in agony, its smoking form falling to the ground.

A cloud of smoke covered the area it landed, the Thieves still on guard.

"Hold off…" Makoto warned, just in case the dragon took on another form that might resist or reflect their attacks.

"Sure enough, the dragon did indeed take another form, this time turning into…

"A tomb?" Makoto questioned.

Instead of some other kind of creature, the masses transformed into a miniature pyramid, with a giant cannon mounted near the top.

"I grow tired to this. Hurry and dispose of them!"

Shido hid deep within the tomb, but his voice was still clearly heard.

"Why won't you just stop resisting?!" Shido shouted. "I will sacrifice all of you for the sake of my grand ideals!"

Gun and cannon fire rained from the top of the tomb, attempting to bury them in a barrage of lead.

"He's shooting at us now.? Well now he's just stealing our tactics…" Ren frowned.

Makoto tried to climb the pyramid to the top where the cannon couldn't reach, but the masses of people comprising the bottom part of the tomb grabbed a hold on her legs.

"W-What the…?" Makoto gasped.

"We will protect the Prime Minister!"

"He is our savior! He's the only one who can save this country!"

"One day, we will be at the top of society, just like Shido!"

The masses clawed at Makoto's legs, desperate to aid Shido.

At this distance, she could easily recognize some of them as some of the people they saw on the cruise.

A few well-aimed gunshots struck their hands, freeing Makoto.

"Thanks guys." Makoto nodded. "Just try to attack this thing with what you can!"

The Thieves went in separate directions, all of them circling the pyramid, unleashing spells, gunshots, and occasional physical attack.

Rather than focus on defense, this form seemed to be going all out on offense.

At first, Shido attempted to hit them with cannon fire, but after a while, the tomb seemed to stop firing altogether.

Cautiously, Makoto glances at the cannon, her eyes widening.

"He's charging something up! To the sides, now!" Makoto yelled.

A massive laser shot out of the cannon, everyone having thankfully gotten out of the way in time.

"Where did they…?"

"Now we've got you!"

All at once, the Thieves attacked the tomb with the strongest attacks they could.

Lightning, wind, fire, ice, dark, nuclear, and psychokinetic energy all collided with the tomb at once, dealing immense damage.

And for a moment, everything was still.

And then, the cracks began to form.

The cracks spread higher and higher, from the base of the tomb to the very top.

The tomb began to violently shake, the rumbling growing greater and greater until-

BOOOOOOOOOOOM*

"Ahhhh!" Ann screamed.

"Get down!" Morgana cried.

The tomb exploded outwards, tons of debris scattering all over the arena, some of it smacking right into the Thieves.

Makoto activated her third eye, looking past the debris and smoke, and seeing a lone figure.

"Worthless… How worthless, the masses are…"

Shido stood alone, cape billowing behind him.

"That's why they need… why they desire… a strong man like me to lead them!" Shido declared.

Despite how tired they were after fighting 3 different forms, they still held firm, ready to start the fight once more.

"It seems that calling all of you 'mere thieves' was a disservice. Clearly, you are much more than that." Shido admitted.

"That's right…" Ren began. "We're much more than that! Each one of us, and so many other people were harmed by your actions!"

"You…" Shido muttered. "I remember you. You're that boy…"

"So, you do remember me. I was the one you falsely accused of assault! The one who's life you tried to ruin!" Ren shouted. "And now it's time for payback!"

"I told that fool of a principal to keep an eye on you for a reason." Shido scowled. "I was the one who pulled some strings to get him his job, and he couldn't even do that?!"

"The only thing that asshole of a principal did was let Kamoshida do whatever the hell he wanted!" Ryuji shouted.

"He was the one who tried to cover up… what happened to me… to Shiho… to so many people at school!" Ann cried.

"But it wasn't just him targeted Shujin students! It was Kaneshiro and all those other Yakuza that were on your payroll!" Morgana pointed out.

"That was how you got much of your funding, wasn't it?" Yusuke accused. "But sending thugs to harass and extort people like my master Madarame."

"And speaking of cover-ups… you tried to frame us for the death of my father!" Haru cried. "He was working for you all this time, and you still betrayed him!"

"And not just him! You killed my mother for her research and tried to blame me for her death!" Futaba shouted. "I'll never forgive you!"

Shido looked over all of them, one by one, and…

"Hehehehe… Hahahaha!" Shido laughed. "What an interesting turn of fate. Even so, it's only natural that some people must be sacrificed on the path to greatness."

He turned to face Makoto.

"So what about you? You're the leader, aren't you? What did I do to you?" Shido smirked.

"...Masanori Niijima. Does that name ring a bell?" Makoto asked.

"Should it? Shido asked.

She clenched her fists.

"He was my father!" Makoto shouted. "You killed him because he was getting too close to stopping Kaneshiro and finding the truth. He was a police officer… who wanted nothing more than to help people! To protect them and made Tokyo a safer place… And you killed him!"

"... That does seem familiar, now that you mention it." Shido admitted. "But do you really expect me to remember every single person I've had killed? Even a lowly police officer?!"

Makoto paused, taking a breath as she desperately fought to keep control.

"... No more words!" Makoto calmly said. "You had your chance to surrender. No more!"

She stood in front of everyone, assuming her fighting stance.

"I'll rip you apart with my bare hands, Shido!" she roared.

"... As I said, you are no mere thieves." Shido grunted.

He grabbed ahold of his clothes, and in one swift motion, his uniform, cape, and helmet were gone, revealing an absurdly muscular upper body.

A red and black aura began to swirl around Shido's body, the only thing keeping them and him in check being metal restraints around Shido's chest.

"...All the more reason to crush you where you stand!" Shido roared.

Shido rushed forward, fist reared back with enough force that she could feel it even several feet away.

She dodged at the last moment, Shido's fist smashing through the floor as if it was made of styrofoam.

She slammed her fist into his face, but he recovered quickly.

He sucker-punched her in the stomach before she could retreat, stunning her for long enough to toss her aside.

Shido suddenly braced himself as Ann shot out a stream of fire, emerging from the flames barely scorched.

He lept in the air before she could shoot another one, slamming his fist into the ground as he landed.

The resulting shockwave knocked them off their feet, allowing Shido to begin charging his power.

"Noir!" Makoto called.

"I've got it!" Haru nodded, catching on.

They kept a close eye on Shido, waiting for the perfect moment.

Right when Shido reared back his fist, Haru quickly cast Tetrakarn, reflecting Shido's immense power right back at him.

"Ugh… You impudent little upstart!" Shido scowled.

"Now, everyone!" Makoto commanded.

While Shido was still recoiling from his reflected attack, the Thieves hit him with everything they had. Gunfire and magic struck him from all angles, causing him to fall to his knees.

She dared to take a breath, hoping that it would finally be over.

"RAAAAGH!"

Shido sent out another shockwave, knocking them off of their feet.

The moment she did, she could hear cheering from down below.

The crowd was still cheering for Shido down there.

"Perhaps you don't understand. In their eyes, I'm already the prime minister." Shido boasted. "They worship me!"

"Well, what's a prime minister to royalty?" Makoto asked.

The man's eyes narrowed, clearly not amused. "I hardly think that ridiculous codename of yours makes you any more regal than anyone else."

"I disagree." she smirked.

Suddenly, a large shadow formed over Shido's head, large enough for him to take notice, but not quickly enough.

Suddenly, a gigantic ice sculpture and several feet of snow fell on top of Shido.

Specifically, a gigantic ice sculpture depicting King Frost.

"So you're Shi-hee-do-ho!" King Frost exclaimed. "How do you like my eff-hee-gy, ho?"

"Nice moves, leader!" Ryuji cheered. "He didn't see that coming."

"Is it finally over…?" Haru asked.

"Come on, Queen! Go take the treasure!" Morgana instructed.

Right before she did, however, she sensed something wrong…

To her surprise, the statue slowly started to shake.

With herculean effort, a very angry and very cold Shido lifted the statue above his head and threw it right at her.

She absorbed it harmlessly, but her exhaustion was starting to get to her.

"To think you'd push me this far…" Shido muttered.

She hoped that the same was true for him.

Makoto dashed ahead, striking him in the chest with her fist.

But it seemingly did no damage.

So she struck him again and again and again and again, rapidly punching him as quickly as she could.

But none of them seemed to do any damage.

"Why… won't you stay down?!" Makoto shouted in frustration.

Shido smirked, flexing his muscles, straining the restraints on his body more and more… until they shattered completely.

Shido's body started surging with energy, his muscles becoming bigger and bulging. His skin started to turn an unnatural red, his veins clearly showing all over his body. The energy surrounding him turned even stronger, its very presence suffocating.

"Cognitive Psience, girl!" Shido boasted. "My body hardens, grows stronger in response to my will! You can't hurt me, Niijima!"

Undeterred, Makoto charged forward, attempting to strike Shido again, nailing him right in the face. But again, it did no visible damage.

"What did I just tell you!" Shido shouted, punching her hard enough to launch her across the battlefield.

"Just give up already!" Ann cried.

Before he could pursue, Ann shot out another stream of fire at him.

This time, instead of blocking, Shido charged right through the flames with inhuman speed, launching Ann with another punch before she even had time to react.

"You're gonna pay for that, asshole!" Ryuji shouted, running forward.

He stuck at Shido with his club, Yusuke striking with his sword at the same time.

Shido once again took the blows like there were nothing, grabbing Yusuke and Ryuji's heads, smashing them together, then slamming on the ground with his foot, blasting them away with a shockwave.

"I've got you!" Haru cried, firing a grenade right at Shido.

But even the full force of Haru's grenades did nothing to deter him, Shido rearing back his fist and charging right through the explosion.

"What the hell?!" Futaba cried. "How much super armor does this guy have?!"

He grabbed Haru's head with one hand, slamming her body into a wall.

"Now I've… Tch…"

Shido glanced down at Morgana, who was deftly slashing at his legs.

Still holding onto Haru, Shido tried to punch or kick at the cat, but Morgana expertly dodged every blow, striking again with each miss.

Growing annoyed, Shido punched the ground, knocking Morgana off balance with a shockwave.

"Little pest!" Shido snapped, kicking Morgana high into the air like a football.

With perfect aim, Shido tossed Haru into the air, both of them colliding in midair before careening into the ground.

"You get it now?! None of you are any match for m-what?!

Shido glanced towards Ren, who had just weakened him with Debilitate.

"How dare you, brat!" Shido snarled.

Makoto slowly started to climb to her feet, watching as Ren did his best to keep his distance as

Shido charged him.

Ren did his best to stay away, but every gunshot and dark magic he shot out did nothing to slow Shido down.

Shido easily caught up, even with his reduced speed. He reared back his fist once more, Ren sliding under his legs at the last second.

Not wasting a moment, Ren slashed at Shido's back with all of his might.

"AHHHHH!" Shido cried out, all the damage he had been taking finally starting to catch up with him.

Ren tried to strike him again, but Shido reached behind him and grabbed his wrist.

Ren quickly reached for his gun with his other hand, but was only able to get off a few shots before Shido tossed him at a wall.

Shido changed his fist with a bright white energy, charging forward and slamming it into Ren's gut, causing him to slump over.

"Damn brat!" Shido roared, punching him again. "I should've taken care of you then and there!"

Another punch.

And another.

And another.

"I'll take care of you right no-Urk!"

Makoto shot out a Freidyne, stopping Shido's assault.

"Hey, Shido!" she exclaimed. "If you want someone to fight, I'm still here!"

"You just don't get it, do you Niijima?" Shido chuckled. "I'm not like the rest of your opponents. I'm not some spineless lapdog like the SIU director or some greedy parasite like those CEOs!

Shido charged ahead, taking her by surprise as he lifted her into the air.

"I could tear anyone of them in half with my bare hands! I'm stronger than them! Stronger… than you!"

Makoto let out a scream as Shido tossed her several feet into the air, only to kick her across the battlefield as she came down.

"Don't fuck with this Prime Minister!" Shido shouted.

As Makoto slowly began to pick herself up again, Shido began to charge up energy.

She barely had enough time to brace herself before Shido unleashed an explosion of black and purple energy, powerful enough to blow the others out of the arena.

Flames of the same color surrounded them, Shido's aura the same color as well.

"And now, it's just you and me." Shido grinned.

"Wrong!"

"Hmm? What do you mean, 'wrong'?" Shido scoffed.

"The others are still with me, even now!" Makoto shouted. "Lending me their strength! Vishnu!"

The final Persona she had created in preparation for this fight appeared before her.

She wasn't sure just how strong it would be, but it was her last shot.

"Hah! Doesn't matter how many tricks you have up your sleeve, Niijima!" Shido smirked.

Shido moved. Moved so fast it was as if he had disappeared.

But with her new Persona, and her Third Eye, Makoto knew better.

"Focus…" she muttered under her breath.

And then… Makoto closed her eyes.

"What…?" Shido muttered. "Hahaha! Have you given up?!"

Shido appeared at her side, his fist packing enough force to take her head clean off.

Shido swung… and she dodged.

"WHAT?!" Shido cried.

He disappeared again with near unseeable speed and struck again, this time from the front.

And again, Makoto dodged.

"YOU….!"

Shido swung again and again, but Makoto dodged every blow without so much as opening her eyes.

Shido lept into the air, trying to surprise her, but Makoto just lept back, unbothered.

"HOW?!"

"Is that all the power our 'strong leader' has?" Makoto mocked. "You're boring me Shido!

"NIJIMAAAAAAAAA!" Shido roared. "YOU WILL NOT SINK MY AMBITIONS!"

Shido rushed forward at such speed that just the motion of punching seemed to distort the air itself, tousling her hair.

But that was just a feint.

Shido stopped inches from her face before rushing again from another angle.

Another feint.
