There was an air of tension in the large hall of the United Nations building. Meetings between the representatives of all the world's countries were not uncommon; they happened far more often than people would think. Admittedly, they were normally done over a conference call between a handful of nations; a large in-person gathering was much rarer. If this was some standard meeting then it would be much calmer, but this was different, the topic of this meeting wasn't officially known but the people in this room were not stupid, it's been discussed in private meetings ever since Superman died but it was always just that. Talk. This was different, this was official.
It was exactly what Steven Waller wanted, which is why he did everything he could to arrange this meeting. He called in every favour and found every dirty little secret he could to get everyone here. The hall was nearly full now, only the last handful of people had yet to take their seats and attach their translator earpieces. But as he watched with his own people from the bottom of the stage, waiting for his announcement to head to the podium and say what he needed to.
"Are you sure about this?" Rebeca asked as she looked up from her clipboard "This is your last chance to back out" she added.
"It's far too late for that now," he said back calmly as he straightened his tie for what felt like the sixth time "This doesn't need to be forced but the option needs to be made available"
"Do you think they'll vote for it?" she asked back as the chairman started to make his opening statements to everyone present who all stopped talking to each other and listened in.
"I have no idea" he admitted with a nervous air around him "But I hope so, it's the right choice to make" There was little more he could say.
"Presenting the director of Hero Public Safety Commission. Steven Waller" the chairman said as he raised his arm sideways towards him.
"Good luck" his assistant whispered to him as he nodded and started to make his way up the steps towards the podium.
There was a polite but quiet round of applause for him from the hall as he reached his spot, it stopped before he did and he turned to look at all of them for a moment before speaking, he eyed the cameras looking towards him a moment and remained himself that he couldn't afford to look nervous, everyone was going to be looking at this, if not now then they will when news spreads about what this meeting was about. If he didn't look and act confidently then he wouldn't be taken as seriously.
"This world and all those who live upon it owe the Justice League a debt that we will most likely never be able to repay" he started as everyone watched him closely "And while they are the embodiment of the word hero, it is also fair to call them 'vigilantly'" he waited a moment for that to sink in "They operate with unlimited power and no supervision, they don't answer to anyone, they are beholden to no laws and no government. That is something the world can no longer tolerate" there was a quickening of flashes coming from the media who were taking pictures of him, no doubt they were getting more and more excited about the prospect of hot news "As you all know, I direct the public safety commission, because of that I have access to data that many of you do not. Until now that is" he turned his head and nodded to Rebeca who took out her phone and sent the message.
"The agreement that was created between the original founding members of the Justice League and the United Nations when it was recognized as an independent organization has now been released to the public" he could see member advisors who were sitting next to their leaders looking down and whispering to them when he spoke "Now you can all see the true extent of the freedom the Justice League have" the people in this room should already have been able to see these files but Steven was willing to bet that they didn't read them, why would they? The league was world-renowned for being the best people in the world, they could be trusted, right? "If you don't want to read it now then I'll give you the cliff notes. A full member of the Justice League can do whatever they want so long as they say it is for the safety and greater good of others. Before you take a guess, I'll just tell you. They can say that whenever they want, and they don't need to prove it"
The talking between everyone in the hall got louder and the camera flashes increased "There is no legal way for anyone to stop them and there is no punishment for them if they are incorrect later" he closed his eyes and let out a sigh, feeling a weight being lifted from his shoulders "I want you to imagine for a moment if this was a country, If this was the U.S, China, South Africa, Brazil, Japan. Can you imagine the political nightmare that would come if they or any other country tried to do something like this?" he let that sink in for a moment as well.
"But we allowed it, we allowed it because we trusted them, we trusted their leader. We got lucky with Superman, he shared our ideals for a near-perfect and peaceful world, we'll most likely get lucky with whoever they vote to replace him and that is the problem" he pointed out raising one finger up as he did so "Superman is gone, when we thought he would be here forever we could imagine the Justice League would always be the great organization it was built as. But what about later?" he asked everyone "Groups, countries, and organizations change when their leader does. It may be slow but will happen. Do I need to ask you all how many times our own people have fought and killed each other because our leaders thought they knew best? The Justice League is no different and that is why we are all here"
He gripped the podium with both hands and took one breath before answering "It is time for the Justice League to be disbanded and its members made into heroes who are beholden to the law, who aren't above everyone else, and who can be punished for making critical mistakes. I am putting forward the notion to vote on the disbandment of the Justice League, effective immediately"
Complete pandemonium erupted throughout the atrium as almost everyone started to stand and shout at his declaration, some clearly for, others clearly against. The flashes of cameras almost caused him to be blinded completely, though with his piece said, he turned and walked down the stage the same way he came.
Rebeca was already there with him and the two headed out with their security waiting for them. They opened the doors for them and followed them down the corridor towards their way out, he needed to get back to the office and handle the political shitstorm that was about to head their way "Sir, shall I reach out and use some of the material we have to sway some votes towards our desired goal?" he asked quietly.
"No," he said back just as quickly and stopped walking to face her completely "We are not corrupt and we are not above the law," he said with a warning tone "We already toed the line too much for my liking to get that meeting in the first place. This has to be a real vote if it's forced then there's no point. They have to mean it," he said as he turned and started to walk again. He wouldn't do anything shady to get this going his way, this vote needed to be passed not because of threats or blackmail, But because it was right.
Kon let a yawn escape him as he made his way through the crowd toward the competitor entrance for the sports festival arena. Thankfully, the streets were mostly empty this early in the morning. Sure, some people were moving about, and cars were driving, but they were either heading to work after sleeping or heading home after working a long night. He could see some cafes and food places open up.
Kon was wearing nothing special, some trainers, jeans, a t-shirt, and a grey hoodie under a dark brown leather jacket. He had his hands in his pockets and his hood over his head, trying not to gain too much attention from anyone around him. But that might prove a little tricky as when he turned the final street corner, he saw the arena itself at the far end of the open street, the large dome-like structure blocking out the rising sun. The cars and people he could see seemed to increase more and more when he could walk calmly when he left his apartment without even seeing anyone for a couple of minutes, now he was twisting and turning to avoid people coming and going.
What would normally be a five-minute walk was instead turned into ten minutes. It didn't help when he got closer to the arena, in fact, it got so much worse. The crowd gathering around the doors was massive, he shouldn't have been surprised in hindsight. But it's fine, he shouldn't have any real trouble finding where he needed to go. Aizawa made sure they all knew where they needed to go.
After another five minutes, I walked across one side of the building to make it to the competitor's entrance. Of course, there was a large crowd there as well, but thankfully this place was organized with barricades and police, he could see some heroes there as well. He made his way around the crowd until he saw an opening that led to a small path that led to the door. He started to step in that direction, but he could see some police looking at him, getting ready to stop him.
He could understand why, those competing were told to wear their U.A gym gear, and since he wasn't wearing it now. They wanted to search him and ask who he was. He reached up and pulled his hood down, showing his face to everyone. His back was to the growing crowd they didn't know who he was but the police recognized him immediately and stepped back to allow him through.
The heroes who made eye contact with him gave him a nod as he passed, something he returned. He entered the building and was surprised by how many people he could see inside as well, a couple was walking in different directions wearing fancy-looking suits. Those who looked like they just worked in the building, some carrying clipboards and paper, some carrying trolleys full of frozen foods and drinks. There was a collection of tables in front of him where a line was forming of students, some he recognized and some he didn't, behind the desks where workers taking ID cards and handing out lanyards.
He joined the queue and waited like the rest of them. He doubted it would take too long before he got what he needed and could be on his way, though not even a couple of seconds later, he felt something press against his back "Don't move if you know what's good for you" a soft and kind voice pretending to be harsh and gruff hit his ears, a small smirk came onto his face as he immediately knew who it was.
"Oh god, I knew this would happen" he joked back as he held up his hands in surrender "Whatever you do, please don't hurt me"
Some heads turned in their direction, but they didn't get any more attention than a sideways glance "No promises, now I heard from the grapevine that a certain someone threw a party and didn't invite his best friend"
A small, confused frown came onto his face "You're my best friend?" he asked back quickly.
"Not anymore," the voice said back quickly "Now where was my invite?" the voice said with a more joking nature.
Kon smiled and lowered his hands before turning around and seeing Nejire standing there in her school uniform with her hands on her hips in a clearly fake and put-on pout as she looked at him "Sorry but the party was really last minute, it was just to help my class destress a little. Besides I didn't think it was something you would want to come to" he tried to explain as he glanced over his shoulder to see the line move and he took a step backwards to close it the distance.
"Why would you think that?" she asked with a shrug, her body leaning to one side, as one hand stayed on her hip while the other dangled free.
All he could do was let out a shrug "I dunno, I just thought you wouldn't want to hang with guys younger than you" he added.
"I like hanging out with you," she said back quickly.
"Thank you" he smiled slightly "But for a lot of those guys it was their first real drink, I'm sure you would have found it boring" he was starting to sound a little apologetic.
She was quick to notice "Ah, it's fine" she sighed dramatically "Luckily for you, I'm a better friend. My class is having their party at the end of the festival, you should come" She smiled slightly as she looked at him.
Kon's eyebrows rose at the invitation "Are you sure? Your class won't mind me turning up?" he asked.
"Pisssshhhhh," she said with a wave of the arm "Course not, they might ambush you with questions about everything but we're all about to be license-carrying heroes, we're not the types to turn away someone joining us" Kon looked like he wanted to say yes but to her, it seemed like something was holding him back "Come on," she said casually before stepping a little closer "We all pooled our money together and rented out the suite in one of the best hotels in the city" she explained.
He was about to open his mouth to say yes but then I thought occurred to him "Wait, don't we have like a couple more months before the years up? Why do it now?" he asked.
"Oh, it's the only time we're all for sure available to go. A lot of us have our work studies, and early graduation so we can get with the agency we want, and a couple are moving and have family stuff they couldn't get out of" she explained "So what do you think? Come on" she said as she wrapped an arm around his waist and pulled herself into his side "It will be so much fun"
She was doing this on purpose, he knew it. He knew that she knew what she was doing. But goddam him and his weak will to a very soft pair of breasts pushed into his shoulder "Ok" he agreed.
She smiled brightly at him "Yes" she let out a little cheer "I'll text you the details later, you better be there ok" she said before letting go and turning to leave.
"Wait, are you not signing in?" Kon asked as he took another step back as the queue shortened.
"Oh no, I can't sign in. Me and some others in work studies need to be ready to jump into action if we're called to help if we're needed" she explained quickly before turning to leave and Kon didn't look, he definitely didn't look.
He completely one hundred percent did NOT look down at the way her hip swayed definitely more than normal and the smallest fraction of bare skin on her upper legs as the hem of her skirt swayed in the win 'fuck, I looked!' he cursed as he turned around and made to sign in.
He opened the door to the designated class 1-A locker room, it seemed he was one of the last ones to arrive, everyone else was gathered around getting into their gym gear, he wasn't sure why they weren't allowed to wear their hero gear, maybe it was because it was easier to see who everyone was and stuff like that. He didn't think he cared enough to ask.
"Hey guys," he said to them all "Everyone ready?" he asked.
"Hell yeah," Kirishima said pumping his fist with a wide grin "I'm going to kick ass"
"Damn right" Kaminari cheered as well from his own spot "Class 1-A for the win"
"It will be fun" Mineta added as he pulled one of the balls from his head and tossed it up and down "I'm gonna impress so many babes, especially now that the big three of the class aren't taking part" he added.
He frowned slightly when he heard that "Big what now?" he asked.
"It's nothing" Jiro dismissed calmly before shooting the smaller boy some stink eye. Though as Kon frowned he looked to the only other two who were also wearing some more casual clothing, he couldn't help but notice that Bakugo and Todoroki also looked over a little interested.
"Yeah," Deku said from his seat near Ida and Uraraka "It's nothing"
He couldn't help but notice that everyone seemed to be looking around a little bit sheepishly "No, he said, 'big three' What does that mean?" no one seemed to want to answer. The other two crossed their arms and looked at the others "Ida, what do they mean?" he asked narrowing his eyes slightly at the class president who tried to look away.
"Oh it's…. err…" he stuttered as he pushed his glasses up his nose nervously "It's nothing bad or insulting it's just like…" he trailed off, failing to find the right words "Really not a big deal" he settled for saying.
He frowned more and crossed his arms "If it's not a big deal, then why not tell me?" he asked.
"I… err…..." he looked around clearly trying to find something that could help him out.
Seeing that this was getting him nowhere, Kon looked to the others "Come on guys, if it's no big deal then you can tell me" he added calmly.
No one said a word, all of them looking too uncomfortable to speak, there was a heavy sigh and many heads turned to see Bakugo leaning against the wall with his arms crossed "Me, you and Icy-hot are the most powerful here" he said confidently "If we were competing one of us would have won, the others would have been second or third and the rest of the side characters would have been overlooked. Now that we're not competing, they feel like they have a chance to make a name for themselves. Damn losers! So weak they need us to back out to feel like they have a chance!" he yelled looking at the rest of them.
"I wouldn't have put it like that," Todoroki said from his spot, the quiet one of the classes speaking up got the attention of the others quickly enough "But none of you is weak, you shouldn't put yourselves down like that"
Jiro let out a small eye roll "Todoroki, you can create a glazer of ice the size of a mountain in seconds, Bakugo can destroy a building with a wave of his hand and Kon is a half-alien half literal demigod" she said pointing to each of them, who started to seem a little defensive "Menita has sticky balls on his head, I mess with sound waves, Sato has tape elbow and Uraraka can make things float. We don't really compare"
Kon raised a hand to stop her "Ok hang on a minute, I don't want to hear that, all of you are amazing and you're going to be great heroes" he said to them all.
"We know Kon," Mina said with a small smile "It's nice of you to say but come on, there's a very big power difference here" she added as a drop of acid left her finger and dropped to the ground.
"No, no" Kon shook his head as he looked to the others, his eyes meeting with Momo for a moment and he started to realize what she meant the other night "I mean…. What about Midoriya," he said pointing to the green haired teen "He beat Bakugo in that training mission," he said to them all.
"No, he got the objective," said explosive blonde said dismissively "Damn nerds the biggest glass cannon there is, can't even throw a punch without breaking his arms. Damn weak nerd, never stand a chance in a real fight with him"
"Not helping" Kon snapped back only to find everyone looking at him with a grim acceptance on their faces "Ok, fine maybe there's a little power difference" he started.
"There's no maybe and it's not little," Shoji said and Kon held up a finger to shut him up.
"But there's more to a hero than that, I mean what if there was an event today that relied on teamwork? Huh" he asked them all with a small smile.
"There isn't and Todoroki and Bakugo would suck at that" Sero added from his spot "One's too anti-social and the other's too big of an ass to be a team player," no one asked who was, they all knew "But you would do very well in that"
"I…..." Kon started but found himself struggling to come up with something to say and he started to slowly sulk in place "I mean, it's not like I can lie about what I can do" he mumbled.
The rest of the glass started to look at each other uncomfortably for a moment "We know" Tsu said quickly as they all looked back at him "We're not blaming you"
"I know" he shrugged back "I mean, I get that it's just. It's hard to see you all put yourselves down because of me. Us!" he said quickly looking back at the other two, who started to look at little uncomfortable themselves "I mean, do I need to tone it down a bit?" he asked.
"Of course not," Ida said calmly "There's nothing you can do to stop that and it would be fair to unfair to allow you to do that just to make us feel better"
Kon pursed his lips and nodded to himself, there was a large awkward silence that started to stretch between the class as no one seemed to know what to say "This….. this isn't about the USJ is it?" he couldn't help but as a moment later.
"No" Momo was quick to answer this time and many heads turned to face her "I mean…" she paused trying to find the right words "I doubt any of us could have done what you did as easily as you did but you explained why that happened and it doesn't have anything to do with this" he added, getting a lot of nods from the rest.
"Cool" Kon nodded quickly "CoolCoolCoolCoolCoolCoolCoolCoolCoolCool" he added quickly nodding along, sticking his hands in his pockets and starting to rock in place slightly. The awkward atmosphere comes back quickly as none really know what to say.
Kon guessed he could understand what they meant with him and the others may be slightly overshadowing them but that didn't mean he liked it, it made him feel like kind of an ass for being there. Yes, deep down he knows that it isn't his fault and he's sure that the class still like having him around and wouldn't want him to leave or anything like that. But being completely honest it kinda sucked that he would make things harder for them.
Before he could spiral too far down that rabbit hole or someone could try and speak to make him feel better, the door behind him opened and all the heads turned quickly to see Aizawa come in looking just as tired as he always did, if he noted how tense the rest of the class looked then he didn't show it "Alright everyone, time to get started. Kon, Bakugo, Todoroki. You guys head to the Class 1-A seating area and be sure to show your support, the rest of you make your way down towards the field, it's time to get started" he told everyone.
Despite the pumped and excited atmosphere this place had when he arrived the class started to make their way out with winces and cringy faces. Kon stepped out of the room and leaned against the wall as the others all passed, he smiled and nodded which they returned but everyone knew that the moment was kinda ruined "You just had to open your mouth" Jiro said to Mineta as he stepped out.
There was a small eye roll from Kon as the class left and the final two who would join him in the stands stepped out the three stood together for a moment "Well that was shit" he said as he turned and started to walk down the corridor in the opposite direction.
"It's only natural they feel intimidated by a large power difference," Todoroki added as the two joined him.
"There's not that big of a difference" he tried to argue.
"Yes, there is" the explosive blonde snapped back "There is a huge fucking difference"
"Still not helping," he said as they all turned a corner and started to move towards a more populated area of the arena.
"It's not about help loser!" he yelled back "It's about showing them the difference, showing them how big it is so they train harder to close it!"
To be completely honest that brought him up short for a moment as they walked "This was you trying to help" Todoroki asked "It might work better if you were nicer about it"
"What do you know about nice?" he spat back, drawing some eyes from people as they passed him. "All you do is brood in the corner of the room. I don't want any weaklings as friends. What's your excuse, huh?" he added.
He didn't say anything back to him, he just turned forward and walked in silence "Ok, would you cut it out for one minute" Kon said back "Seriously, is unbearable asshole the only setting you have?" he added.
"Bite me weakling" he crossed his arms as they walked, the general bad attitude the trio started feeling "Not my fault the other side characters can't handle the truth" he dismissed.
Kon couldn't help but roll his eyes "Dude, knock it off with side character shit. I thought you would have calmed down that you can't compete" he added.
"Why can't you compete anyway?" Todoroki said as they moved down a small corridor towards a door that had a steward with a highlighted vest on. He wasn't a hero or anything, most likely just a stadium worker. There was a slight widening of the eyes from him when he made contact with kon but he kept himself in check. He turned and opened the door before they had a chance to show him their lanyards, he gave the man a nod before stepping through the doorway.
The sounds of the cheering crowd weren't going crazy just yet, it wasn't even cheering just yet. It was thousands of different conversations happening all at once, each one far louder than they normally would be to be heard over everyone around them. There was a clear walkway up against the wall that people could go back and forth on the other side of them were stone pillars that had signs at the top of them. It was clear that the signs could be changed, most likely to different names how who was in the seating booths. Kon imagined that these would be used as VIP booths during other events, he looked down the walkway until he saw the name 1-A, doubting that it could mean anything else, he moved towards it, the other two following him.
"Mind your own business Icy-hot" Bakugo snarled as they all moved towards their booth.
"Good question to be fair" Kon said as the three moved to the front and sat down in the front row, giving them a good view of the field "Why aren't you competing?" he asked, not at Bakugo but at Todoroki instead.
He turned to look into his eyes for a moment before sighing and looking away "Ha" the explosive blonde said smugly "What? Can't handle your own question. Come on" he added with a vicious smirk "You're strong, have important family and shit, why aren't you down there?" he asked crossing his arms.
The multi-coloured-haired teen was quiet for a moment before letting out a sigh "I killed people" he announced suddenly and the other two turned to look at him with wide eyes. He didn't turn to face them, he just kept looking out down to the field with calm but clearly sad eyes "During the USJ, I froze villains, and I didn't unfreeze them because I forgot to. They're dead and it's because of me. I'm not competing in this because I don't know if I even want to be a hero anymore" he added.
Both Kon and Bakugo were silent as they heard him, it was tough to hear, Kon suspected it well enough but it was different to hear it with his own ears "I guess we all have something in common then" he said and the others didn't respond, they just looked ahead blankly. Of course, this was complete shit and Kon was going to try and figure out a way to help him, help them both. He just didn't know how and he didn't have much time to think about it due to the sound of present Mic's voice echoing through the stadium's speakers.
The sports festival was about to start.
