"The United Species School for Excellence?"

Rias Gremory, age 14, asked her brother as she walked through the halls of one of the newest schools in the Underworld. It was strange, one day he just randomly proposed an idea to the Human Realm, the Angels, the Fallen Angels, and even the Monsters/Yokai in order to build a new school in the Underworld that would accept exceptional applicants from all of the factions.

The school was huge.

It wasn't just a school, it was an entire CITY school that covered grades K through College, and it was fully staffed with teachers from all of the realms. It was incredible that through a year of nonstop work, they had managed to get it done. It was one of the fanciest schools she had ever toured in her life, and she was seeing genius teachers from everywhere working.

"What do you think, do you think you would like to apply?" Sirzechs asked his sister as he walked by her side, touring the main hall with her. He had convinced Serafall to take on the role of Headmistress of the school, since she had so much free time now that humans and androids did pretty much all foreign dealings for them. She managed to balance it with her TV show pretty well, and thanks to her very good personality they managed to score a lot of high quality teachers from all of the realms. "We already have 16,000 applications for students, and the number is growing." Sirzechs proudly proclaimed to his sister.

He so wanted her to attend this school.

-At the Cafeteria-

A huge dining hall.

A line of chefs were working within view of the students, cooking entire meals and making a show out of it. Human chefs from all over Earth, Devil chefs from the wealthiest cities in the Underworld, Fallen Angel waitresses of extreme beauty were going around and taking student orders before delivering them to the chefs. Rias was given a great reason to be impressed by the quality, the smell, and as she tasted a spoonful of soup, the great taste of the food.

"The food is great."

"We spared no expense, and thanks to some very generous donors, we managed to get 25 years worth of funding. Very impressive, no?" Sirzechs asked her with a twinkle in his eye. The quality of the food was almost the same that the chefs at the Gremory mansion made for her every day, which was impressive.

-At Dorms-

"Each room has enough space for 4 students, and rooms are assigned based on what subjects the people inside are taking, and level of education they are recieving. So, a Science student will be sharing a room with a Medical student, a Culinary arts student, and a General studies student for example. We want knowledge to be shared." Sirzechs walked through one of the rooms with Rias.

On one side of the room, there was bunk beds with a desk on both sides of the bed, as well as a dresser on both sides, and an open closet door that revealed a walk in closet with two lines of racks. The same was copied on the other side of the room, but mirrored. There was a large window on the far wall of the room, and under the window was a bookshelf with the top shelf of the bookshelf being stuffed to the brim with many subject books. Rias picked a random book, and saw it was a medical studies book that she couldn't understand.

On one side of the room there was a door that led to a toilet, and on the other side of the room was a door that led to a bath/shower.

"These rooms are soundproofed, and every room has it's own AC and heater units. We also want each room to have multiple species, to encourage friendly relations." Sirzechs glanced at Rias to try and gauge her reaction. She looked at the curtains, ran her fingers along them. She even placed her hand on the glass of the window, and saw that it was triple layered. The rooms were great, spacious, and have enough room for 4 people to comfortably stay in the room. "So?" Sirzechs asked her.

"It could be a bit bigger." Rias mentioned.

"We don't want it to be too big either, we want it to be a little bit cramped, just enough to cause a little friction between students, to teach them how to solve personal disputes in a reasonable way. The walls are lined with runes to prevent magic from being cast while in the rooms... large scale magic at least." Sirzechs proved it by magically summoning a glass of water, and putting it on a desk. It was nothing big, but the magic runes would prevent any destruction from being brought to the room.

-At the School Store-

"Fully stocked with everything a learning student would need. Yeah, I'll take one of these." Sirzechs grinned as he purchased a T-shirt from the store in his size, and he got a second one for Rias. He passed it to her, and she looked at it and saw that the school mascot was on the front of the shirt.

It was a much too big for her.

"Okay brother, what do you really want?" Rias stated with a raised eyebrow.

"What do you mean?" Sirzechs questioned her.

"You know very well that I want to attend a high school and collge in the human world, and yet here you are... doing this. Taking me on this tour, trying to sell me on this school. As impressive as it is, we both know I don't qualify to attend this school. I am neither smart enough, nor talented enough, to attend this school right now." Rias was very smart and very talented, but seeing this school and the level of students she had come across so far, she just was not on their level.

-In the Headmaster's office-

"Yes?"

Rias pushed Sirzechs and sent him a knowing look.

"... We want you to attend high school here, because in a few years after this school as a reputation, and a very good reputation... we expect a very important student. The son of Minato Namikaze and Kushina Uzumaki, the people who changed the world into what it is today. We have insider knowledge that he is alive, and constantly on the run... we built this entire school, and want it to become known as a safe place away from human control so that he and his special android will be lured here." Sirzechs laid it on the table.

Rias had a LOT of questions.

"Alive... their child... what?"

"No questions about that, I can't tell you specifics. Just that we want this school to succeed so that we can get our hands on a great ally... and something else I can't tell you about. I want you to attend this school. I know you want to go to Japan, but... I want you to be here instead." Sirzechs wanted to have her get some years of experience at the school, so that when the time came, she could help them when asked.

"I have questions I need answered."

"No, you don't. Listen, I know you have questions you want answered, but for your safety, you don't need them answered. He's a little younger than you, and he will need a friend who understands who he is, but is smart enough to not draw attention to him. You're very beautiful, and you can help this school gain a better reputation. His bodyguard won't let him come here unless she is absolutely sure that he will be safe." Sirzechs had great reasons for wanting his sister to be involved.

What was more, he needed her to ask as few questions as possible.

He trusted her, but for her own safety she needed to obey him in ignorance.

"What is in it for me if I help you?" Rias asked him with a raised eyebrow, a smile forming on her face when she realized how good her position was.

Sirzechs closed his eyes and thought about it.

"Nothing, nothing is in it for you. I'm asking for a favor as your brother." Sirzechs didn't really have anything he could offer her. "This school is going to be one of the best places to learn, isn't that enough for you?" Sirzechs asked her.

"It really isn't. So, in exchange for me abandoning my plans for attending a Japanese school and following your plan in ignorance, I want to form a club at this school. No questions asked, and surefire approval." Rias made her offer.

"I approve." Sirzechs knew that Serafall would easily agree to that.

"I know you can't answer most of my questions, but can you answer me this. What will you do if he never comes here?" Rias asked with a finger pointed at him.

"Nothing, we continue running the school. It will still be a good school, regardless of if it works for it's intended purpose or not." Sirzechs didn't have a single reason to not keep such a high worth school around.

If he wanted this plan to work, he needed to work towards it as if it were never a plan to begin with.

He needed to genuinely try to make the school a great one.
