Prologue - New Reality

= place: Gensokyo, Grand Magic Academy; May 9, 2143 =

Maribel Hearn wandered around the school of her adopted children. Shortly after the Lunar Incident ended, he and Renko got married and adopted Marisa and Reimu. Both lost their parents in the attack of the Lunarian traitors. Maribel felt exceptionally well when the one who ordered it was sentenced to execution by shooting. Though she hoped she would never have to feel the same way again. During this time, they moved to Gensokyo and sign up Marisa and Reimu at the academy. The newly founded school functioned as a preparatory school not only for new wizards but also for telepaths, priestesses, and many other unusual professions.

This was possible thanks to the transformation of the System Alliance into a super-state. There were many opponents, but the information about how close they were to the complete extinction of the human species, the reasons for it, and that Jon Grissom stopped it, gave enough impetus to create such a state. Many still disagreed, but the many technological breakthroughs of Kapp and Lunarian, which have greatly improved the lives of many people and healed countless diseases and genetic defects, shut them up.

Whether the new government will work is still under debate. It took two years to negotiate the formation, appearance, and many other aspects of this government. In 2139, the first elections to parliament, senate, and the president took place. Jon Grissom was elected president. The mere fame of his participation in the Lunar Incident gave him enough support to become president. But he got a real leap in support in a debate in which he was accused of going all-in too much on a number of issues. According to many analysts, his plans could destroy the world economy. He, on the other hand, responded with possibly the best speech ever. His speech was something like this:

I go all-in on many lines. But it isn't only because of my approach but also because of current needs. The System Alliance is the new government. Probably ridiculously weak in all respects to any other intergalactic government. That is why we must always run all-in if we are to survive. The first years will be decisive and will lay the groundwork for future generations. Therefore, we must go boldly into the future, despite the risks, pain, and difficulties. When our new state is older, stronger, and more stable, we will be able to walk carefully. But for now, we have to use everything we have and build the foundations for this country, for future generations. Because if we will be too careful now when we have our best chance, we may lose a lot of our potential in the future. Our potential is much greater than people think and my goal in this term in office will be to be the first president of the System Alliance to show that potential not only for humans but also for Virtuals, Lunarians, and all the different yokai species.

His current term in the office could be described in two words - "Great Projects". The creation by linguists of a common language for all people in System Alliance. Establishment of a huge number of new shipyards around Earth. Great scientific programs at the station of the three Empires: Prothean, Rakatan, and Vorlon. Discovery of the last Prothean artifact at the Outpost on Mars. Expansion of the fleet with many new classes of ships. Mass distribution of new technologies. Entire FTL communication network for the entire System Alliance. Give colonies more autonomy. New colonies at sites other than ME relay clusters. New asteroid stations. Anti-piracy and anti-crime campaigns. Completion of the constitution. And finally, Human, Virtuali, Lunarian and Yokai integration projects. Grand Magic Academy is one of those projects and it is extremely successful. Though Maribel still didn't know why she had been summoned here.

"Let me guess, Mrs. Maribel Hearn." - the woman who stood in front of the staff room said.

"Um ... yeah." - Maribel replied, a little surprised the woman knew her.

"I am Hannah Shepard." - said Hannah - "Your wife, Lieutenant Usami, has spoken a lot of good about you. And she mentioned a very, um, distinctive way of dressing."

Renko got a position in System Alliance and was quickly promoted. She already had another NX-class ship in her pocket, the Aurora, which, along with another group, was to be finished by the end of 2144. It was then that she remembered that her current captain on the Intrepid-class light cruiser Endeavor was Hannah Shepard.

"Nice to meet you." - Maribel said, shaking her hand. The gesture was accepted by Hannah, and Maribel quickly asked - "Have you been called here too?"

"Yes, but they didn't give a reason." - Hannah answered quickly.

"So, your child also goes here?" - Maribel asked.

"Actually, it's they." - Hannah said - "They're twins, John and Jane. When they heard about the academy where they can learn magic and that you can get into the military from there, they were delighted to be able to follow in their parents' footsteps while surpassing them."

"Marisa and Reimu are the same." - Maribel said - "From an early age they wanted to become captains of ships and explore the unknown. Of course, they would have to be together on one ship, and one would be in command of the other. They are inseparable from the little ones."

"Renko told me about it too." - Hannah said.

"Mrs. Hearn and Mrs. Shepard, come in." - said a voice from behind the door. The two women stood up and quickly entered the Headmaster's office. There the director of Mima greeted them and gestured with his hand to sit down.

"Ladies, we need to talk seriously about your children." - Mima said with a dangerous look as if she was about to say something very bad. Maribel and Hannah prepared for the inevitable.

"They exceeded all expectations and will be jumping over a few classes." - Mima said with a smile.

"Wait a minute." - said Maribel - "How is it to 'jumping over' several classes?"

"You see, we had a little test at school." - said Mima - "They were supposed to form groups of 4 people, 2 from the younger classes, 2 from the older classes. Their opponents were to be instructors who were to evaluate their skills. Your kids formed one team and not only did they do well, they even defeated one of them as the only team in the school. Therefore, we plan to move them a few classes forward. You will have to discuss it exactly-"

"Mima." - said someone from the side suddenly - "I'm sorry to disturb the meeting, but the President urgently calls you."

Mima saw Yukari Yakumo. Over the past few years, she has been helpful in building the System Alliance, but most of the time has been off work as her retirement age. Yokai can live longer, but they are not 100% immortal and can feed with old age. After many hundreds, sometimes thousands of years, but still. Mima, as the director of the currently only Magic Academy and representative of Makai.

"Looks like other duties are calling." - said Mima - "I will send someone to explain it to you, but in the meantime, I will have to apologize to you."

Jon Grissom didn't have an easy term, that's for sure. Being the first president of the country certainly put a lot of additional pressure on him. But all the projects were going well. Reforms began to be implemented surprisingly quickly and new projects turned out to be successful after success. Even this new terrorist organization, Terra Firma, was swiftly eliminated through the combined efforts of the entire planet's police and anti-terrorist organizations, plus assistance from Yokai, Lunarian, and Virtuals.

"I can see that everyone is here." - Grissom said, looking around at various military, political and scientific leaders - "We'll start with some basic information first."

At a nod, Watatsuki no Toyohime, who acted as an advisor, displayed the SA map and connected its new interstellar neighbors. Then she began to explain - "As you can see, this is a map of our new neighbors. They base their technology on the Rakatan and their Hyperdrive drive. These are galactic civilizations established for hundreds of years, and the region itself has been remarkably stable over the last few centuries, without major conflicts, although regional ones have happened quite often. This was made possible by the dominant position of the Dac Monarchy, which owned the largest shipyards and was the first state to develop a hyperdrive. Other great powers are the Pantoran Empire and the Trade Federation. These are the big three that have dominated for a long time. Besides them, there were other states that were much smaller and, in part, ended up being vassal states. They are Ryloth Republic, Gran Republic, Malastarian Council, United Planets of Corelia[1], Gungan Council, Rodian Protectorate, Sullustan's Federation, Wookiee Commonwealth, League of Togrutas, and Zygerrian Slave Empire. However, that changed when Dac Monarchy fell into a civil war. The problem is that the planet has more than one intelligent species, but the two main species are Mon Calamari and Quarren. It is they who make up the vast majority of the population and only they travel from their planet to form colonies. However, Mon Calamari had a more privileged position than the Quarrens, and there had been many problems in the past. With the death of the previous king five years ago, the Quarennas revolted and the entire planet turned into one great battlefield that continues to this day. But it was Mon Calamari who took over the Dac shipyards, which, although damaged, gave them a significant advantage. Many mixed colonies have also become battlefields, and the Quarrens have used many smaller shipyards and trade relations with the Trade Federation to level the playing field."

"This civil war had an immediate effect on all nations in their region. The Trade Federation seized the chance to attack the Malastarian Council to seize their resources. The war ended a year ago and Dugs, a species inhabiting Malastare, were forced to give up 20% of its territory and lost large amounts of their independence, becoming the facto puppet state. The Gungan Council and Rodian Protectorate, which were basically Dac Monarch's vassals, suddenly lost the nearly entire fleet that protected them, which allowed the Zygerrian Slave Empire to start numerous raids on their territories. And not only them, because they attack almost every undefended colony, ship and so on, and governments can't do anything about it. Recent research indicates that they are preparing a major operation against the League of Togrutas, possibly an invasion. The last and most dangerous situation occurs with the Pantoran Empire. Since the start of the civil war in the Dac Monarchy, they have embarked on an aggressive expansion in all directions. They attacked the Ryloth Republic, United Planets of Corellia, Sullustan's Federation and the Wookiee Commonwealth. They had already conquered the Ryloth Republic about a year and a half ago, and the United Planets of Corellia were pushed into their home system with over 70% of their territory under Pandoran occupation. The Wookiee Commonwealth is fighting hard and thanks to their hyperspace maps, they even managed to counterattack and take over one of the larger Pandoran colonies, along with a few dozen other systems, cutting off an unknown but large number of Pandorian ships. But the Trade Federation is gathering forces at their borders, which may, or may not, herald another side joining the war. The last one is Sullustan's Federation, which has lost 20% of its territory and its second-largest shipyards in the Sluis Van system. Although Pantorians lost a lot of ships then and will not be able to make another attack for at least a month. However, our estimates make it clear that if they defeat the United Planets of Corellia, which seems more a question of when rather than if, they will have enough ships to defeat the other factions."

"And we border Sullustan's Federation and we have a very small fleet of small but advanced ships, plus a large number of obsolete ships." - said Admiral Dresher - "The situation is not looking good."

"Our army is in even worse shape." - said General Williams - "Establishing a single chain of command for all and grouping units appropriately, and training them in the new doctrine, weapons, etc., will take us another 5-6 years before this is an acceptable state, and at least 10-12 before it will be a good condition."

"From what we were able to get from the wrecks, our technology should be better." - said Dymitrio - "The keyword is 'should'. We don't have the various components well interconnected and our knowledge of Vorlon and Rakatan technology is still quite limited. And that doesn't change the fact that their ships are several times larger than ours."

"And let me remind you that the Gungans already know about us." - Yukari said - "One of their ships detected ours while they were checking the wreckage. This is where we get most of the information."

"In other words, if they decide to attack us, which is extremely likely, we don't stand a chance." - summed up Grissom - "Any suggestions on how to counteract this."

"The Dac Monarch's civil war must end." - Mina said - "If this war ends, the balance of power will return and the Trade Federation, together with the Pantoran Empire, will be forced to stop their aggressive actions. It is true that they won't give up the captured territories, but at least the balance of power will return and there will be a buffer between us and our more aggressive neighbors."

"According to information from the Gungans, another peace talk is to be held between Mon Calamari and the Quarren." - Toyohime said.

"Another, in the sense that there have already been several such talks?" - Williams asked.

"Yes, there have already been 4 such talks." - Toyohime said - "Every time they tried to come to an agreement, something happened. They were most likely groups seeking to continue the war, which interrupted the negotiations. Or at least that's what the Ghungans say. As a result, the Dac Monarchy weakened a lot. The simulations show unequivocally that if this war continues for one more year, the damage will be irreparable and Dac Monarchy will irreversibly lose its status as Superpower."

"Maybe they should have someone who would be a neutral broker in negotiations." - Mima suggested.

"In truth, only we can act as neutral brokers at this moment." - Toyohime said - "The Ryloth Republic has been conquered and United Planets of Corelia are too close to a total defeat. The Gran Republic and League of Togrutas tried before but it ended in a disaster. Malastarian Council, Sullustan's Federation, Wookiee Commonwealth, Gungan Council, Rodian Protectorate, and Tread Federation are considered biased because of their past or current affiliation. And there is no rare chance for them to trust the Pantorian Empire or the Zygerrian Slave Empire."

"So our best thing is to send a diplomatic team to end this war and stabilize the region." - President Grissom said - "Am I to understand that we already have potential candidates?"

"As a diplomatic team, I propose Anita Goyle." - Toyohime said - "She was involved in the negotiations between Gensokyo, Virtual, Lunarians and the UN. She is very resourceful, confident, focused and able to make decisions quickly."

"For help, I would suggest Wakasagihime or Satori Komeiji." - Yukari said - "From the information we got, both the Quarren and Mon Calamari are aquatic species, which will be a benchmark for the Wakasagihime and may be helpful in the negotiations. Satori Komeiji, on the other hand, is of the Satori species, so she has the ability to read minds, also very useful in negotiations. Both have a political background as well, Satori often leading Former Hell because Yugi... never mind. The Wakasagihime, on the other hand, is often the leader of the weaker Yokai and is generally considered the most important of the mermaids. Though it started out a bit as a joke because her name ends with Hime which literally translates to princess."

"As an honor guard, the best would be the wolf Tengu and the Lunarians." - Williams said.

"I would suggest transporting their Enterprise." - Dresher said - "After all, this is our flagship, and the NX-class is the fastest, best armed, and equipped in a fleet should anything go wrong."

Adding an FTL drive to allow transportation between Jump Gates, Mass Relays, and Hyperlane was relatively simple but only possible in the Arcturus system due to its particular location, the ancient station of the three empires, and some other unknown for know reasons. For now, this technology has been continuously researched. But the Warp drive made it possible to change this on the ships without too much trouble. In the event of an attack by hostile forces, they could just fly into the Warp to the nearest relay, Jump Gate, or something else, and from there straight to the Systems Alliance.

"It only leaves a problem for those who sabotaged previous peace talks." - Mima said - "I'm sure they won't just let any novices in the galactic community stop them."

"It would be fitting to send a special group to look for evidence in order to eliminate those terrorists." - Grissom said - "It has to be small to be inconspicuous and composed of fairly strong personalities with experience in underwater combat, hacking, and technology."

"When it comes to technology, I would propose Nitori Kawashiro." - Dymitrio said.

"I?" - asked Nitori standing next to him.

"You are considered the best of Kapp engineers and quite strong all by yourself." - Dymitrio said.

"It might be a good idea, although sending your best engineer is a bit risky." - Grissom said - "But I think the situation allows it."

"Um... Well, I can go, but what about the other members of the team?" - Nitori asked.

"Again, Wakasagihime seems like an almost perfect choice." - Yukari said.

"That would leave someone else to hacking." - Williams said - "One of the Virtuals would be the best, especially with a water body. But I can't find a potential candidate."

"Koga would be the best." - said a Virtuals representative, who had been silent until now - "He has a body suited to staying underwater for almost a week, training in underwater combat, great hacking results, and a suitable psychological profile for this operation."

"It seems like the best team for this operation." - Grissom said - "And leaves Mrs. Komeiji as an aid to Ambassador Goyle. When they can be there."

"Negotiations are scheduled for our date, May 21st." - said the Virtuali representative - "Given the hyperplanes that lie between us and the Dac Monarchy space, the location of the Enterprise, and the time needed to organize this group, we should be in time one day before the talks begin if we first send the team on other ships and then switch to Enterprise. "As long as it will be in the space of one system, no problem[3]." - Yukari said.

"This seems like the best action plan." - Grissom said - "But just in case we should speed up the Yorktown-class tests and the construction of the rest of the ships. How many resources can we transfer to our borders with Sullustan's Federation?"

"Given the complexity of the hyperplanes and their technological advancement in the field obtained from Gungan, we can assume that a total of 39 systems are in direct range and 123 in possible danger." - said the representative of Virtuals - "We have 9 small colonies with a total population of 9,213 citizens, 3 mining facilities operated by 243 citizens and 4-7 civilian ships in the area all the time. In total, the number of citizens is not more than 10.000, and the infrastructure is sufficient to support a maximum of 20 ships for a period of 2 months. We have designated a strategically important system and we have plans to build a base there that will support 40 ships, along with defense systems and supplies, for an almost unlimited period of time. But it will require the expansion of at least one of the nearby colonies. The estimated time is from 18-24 months for the base to be fully operational. At present, the most logical course of action would be to evacuate all citizens from these territories and cross the border at the Nidaamk system. However, even the best estimates are that if we are attacked, Earth will take over within 10 years."

"So not enough ships."- Dresher said - "What about the offensive?"

"Moving a full fleet with a supply convoy is suicidal." - the Virtuali representative said - "Their occupied territories currently have sufficient military resources to eliminate our entire fleet. Attempting to break through with a quick strike is possible, but according to information from the Ganggan, they also have a number of defense platforms in their systems. We don't have enough resources to win. In the event of an attack, our defense capabilities will last for 3-5 years, depending on what damage we can inflict and what losses we incur."

"What about the Gran Republic?" - Grissom asked - "You didn't mention almost anything about them."

"It has a lot of influence through trade, but rather little military power." - Toyohime said - "They have increased their military significantly in the last 5 years, but that they have not been attacked is only guaranteed thanks to a large amount of trade with the Pandorian Empire, advanced technology and the extension of the Pandorian Empire and Trade Federation forces. Trade Federation dominates when it comes to trade, but the Gran Republic has a stable second place. Their armed forces only started building up recently, so don't count on their help any time soon."

"Then we are left with a plan of negotiation and covert action to eliminate these terrorists." - Grissom said. The plan has been approved.

System Alliance Navy.

The System Alliance Navy consists of several different departments operating on different ships. Due to the relative novelty of Kapp's Warp technology, Lunarian technology, MassEffect technology, Rakatans technology and Vorlon technology, and a large number of territories in need of protection from pirates, the fleet is remarkably broken up into many different parts without precisely defining a unified system. Although there are already plans to improve this situation, their implementation is expected to take many more years. Currently it is devided into:

Garrison Fleet - The largest fleet in the System Alliance, with over 2,000 ships. However, these are the only improved ships from before the MassEffect era. They are spread over numerous colonies, and the number of ships depends on the colony's population, strategic location, frequency of pirate attacks, and economic and scientific importance. These ships are scheduled to be scrapped around 2160 unless there is an unexpected need for maintenance.

MassEffect Fleet - Ships in the MassEffect fleet, often also referred to as Homefleet, are rarely active and are stationed exclusively in the Sol system, unless otherwise required. Upgraded with Kapp and Lunarian technologies, they became real monsters on the battlefield, outclassing all other ships in terms of sheer firepower. However, there are already plans to subclass them, and it is anticipated that if there is no need for further maintenance of these ships, they will be scrapped around 2170.

Warp Fleet[2] - The main part of the System Alliance Navy. After decommissioning the ships of the Garrison Fleet and the MassEffect Fleet, they will become the sole fleet. The foundations for the subsequent separation of this fleet into separate divisions are already in place. Currently, the division is as follows:

- Combat Fleet - The largest and most important part of the Warp fleet. It includes Delta, Freedom and Intrepid classes. It is planned to add Yorktown-class ships once all tests have been completed. The main tasks are to protect the System Alliance space against external and internal threats.

-Research Fleet - This fleet only operates Poseidon-class ships. It is responsible for the in-depth study of all systems in terms of raw materials, habitable planets and ancient technologies left behind by other civilizations, as well as space phenomena such as black holes, wormholes, nebulae and many more. Due to the small number of modern ships, the research grave of this ship can be exchanged within 24 hours for the photon and the Javelin torpedo launching module.

-Exploration Fleet - The fleet currently only operates NX-class ships. The main task is to take the first contact situation, the first approach to unknown systems and anomalies. After the first scans have been made, the Research Fleet moves in and the Exploration Fleet moves on. Currently, the smallest fleet in System Alliance has also become the most prestigious.


[1] Since Corellians were humans in Star Wars, I changed them here to 'Voe Atell's species'. Check wookipedia if you are curious. I will personally call this species here just Corellians.

[2] These are ships from Star Trek Enterprise, namely 'www dot theromulanwar dot com / ships-starfleet'. Of course, not all of them and will have their functions slightly changed, but if you want to check what the ships look like, you have one. PS. I recommend it generally.

[3] Quick clarification, I limited Yuakri's power so that it could only open barriers within the space of one Star System. I know it can create gaps between boundaries, but there are grounds for it. In one of the Touhou movies/specials, you can see how Yukari's power was blocked by Lunarians(invasion of the moon). Plus, it's not canonical, but I decided to add that in the Touhou Reireimu 3 comic(at 17 to 18 minutes), Yukari makes it clear that her power has weakened significantly with old age. The last point is it would be too OP if they could appear anywhere in the galaxy.
