Chapter 11:
Mao Fu and his henchmen were taken to jail, but there was still one thing to do. Penry returns the scroll of Master Tan. "So, it's an instruction manual," says Master Tan, "who knew?"
"I'm just glad to make up for my mistake," says Penry.
"You are welcomed to return," says Master Tan.
"Actually, I was thinking," says Penry, "I decided to stay in America. Metro City's going to need a crimefighter or two, ain't that right, Spot?" Spot meows.
"In that case, why don't you keep the scroll," asks Master Tan, "I have a feeling you're going to need it!"
"Thank you, Master Tan," says Penry. They then bowed to each other and Spot joins in the bowing.

Rosemary's given her badge back. "I still want that vigilante caught," says Sergeant Flint.
"I'm sure we'll get to it," says Rosemary.
"By the way, that escaped perp who let Hot Rod get away," asks Sergeant Flint, "we caught him and he signed up for community service. He's our janitor now!"
"A pleasure," says Penry.
Rosemary giggles. "Welcome aboard, Penry, I think you're going to be just what this station needs!"
...
Narrator: Who is this superhero? Sarge? No… Rosemary? No… Penry, the mild-mannered janitor?
Hong Kong Phooey: Could be.
Hong Kong Phooey, number one super guy
Hong Kong Phooey, quicker than the human eye
He's got style, a groovy style
And a car that just won't stop
When the going gets rough, he's super tough
With a Hong Kong Phooey chop (Hi-Ya!)
Hong Kong Phooey, number one super guy
Hong Kong Phooey, quicker than the human eye
Hong Kong Phooey, he's fan-riffic! (gong!)
